Treatment Of Rural Domestic Waste In S Town,Jinan City Problem Study

General Secretary Xi Jinping emphasized that we must make great efforts to improve the rural environment and strive to create clean and hygienic living conditions for farmers.The treatment of rural domestic waste is not only the basic requirement of implementing the strategy of rural revitalization,but also the due meaning of building a beautiful and livable village.Our country’s economic strength continues to increase,and the consumption power of rural residents has gradually improved,and the problem of rural household waste brought by it has become increasingly prominent.Random piles of garbage,"dirty,chaotic,and poor"phenomena are still widespread,which severely restricts the process of rural ecological revitalization.In order to improve the effectiveness of rural domestic waste treatment within its jurisdiction,S Town in Jinan City has strengthened the guarantee of governance organizations,updated the daily management system of rural waste management,strengthened the construction of waste management supporting facilities,deepened the urban and rural waste management model,and initiated the establishment of waste classification demonstration villages.With a number of measures,the rural residential environment in the jurisdiction has been significantly improved,and the happiness of the people in the jurisdiction and the sense of environmental housing gains have gradually increased.However,it is still faced with a series of practical dilemmas,such as the single entity of domestic waste management,the lack of awareness of domestic waste management by the grassroots government,the lack of motivation for the governance of the third-party sanitation market,the lack of village committee supervision responsibility,and the low participation of villagers.To this end,this article proposes that the township government of S town should provide relevant measures to suit local conditions as soon as possible,increase the promotion of waste classification,improve the corresponding supervision methods,optimize the management model of the third-party market entity of environmental sanitation,strengthen professional skills training,and the village committee to play the role of village cadres.Take the lead,establish an appropriate reward and punishment mechanism,raise the awareness of green environmental protection,enhance the awareness of striving for excellence,and effectively broaden multiple investment channels by the above-mentioned subjects.This paper mainly studies the problem of rural domestic waste management in S Town,Jinan City from the perspective of multi-center governance theory,which has certain practical significance for improving the local public service level and improving the rural human settlement environment.First of all,the author carefully reads,analyzes and summarizes relevant domestic and foreign documents by consulting the literature,and then combs the theories involved in the treatment of rural domestic waste,clarifies the research direction and ideas of this article,and provides a theoretical basis for constructing the basic framework of the thesis.Secondly,this paper adopts field investigation method and case analysis method to conduct research on the treatment of rural domestic waste in 8 typical villages in S Town,Jinan City,discovers the existing problems in current treatment,and deeply analyzes the causes of the problems.Finally,based on the actual work in S Town of Jinan City,this article proposes further optimization suggestions for the outstanding problems from the perspective of multi-center governance.The research results of this article will play a positive role in constructing a scientific and complete multi-center treatment system of rural domestic waste in S Town,Jinan City,and at the same time provide practical reference for other places with relatively weak economic foundation.
