| With the rapid economic development and continuous improvement of people’s living standards,household garbage is one of the major environmental problems facing all countries in the world.Waste incineration power generation can reduce the volume of waste by 90% and weight by 80%.It can effectively use waste heat of incineration for heating or direct power generation,thus making waste into a new resource.Therefore,its social and economic value is relatively high.The municipal solid waste incineration power generation project belongs to the public infrastructure,which has been transformed from the original mode of only government participation into the main mode of BOT.BOT project involving the government,social investors and social public interests of three parties,and in front of the project investment,construction and operation process stage,handed over to the government,there are different degrees of risk,so how to identify,evaluate,and effectively cope with living garbage incineration power generation hidden,all kinds of risk in BOT project is a problem which needs to be settled.This paper studies the related theories of waste incineration power generation project.It expounds the definition and related theories of incineration power generation project and BOT mode from the perspective of social investment,the multi-case analysis method and the flowchart method are adopted to identify the risk factors of the waste incineration power generation BOT project,and the interpretation and induction are made..Taking a residential waste incineration power generation BOT project in hebei province as an example,expert opinions were collected through questionnaire survey.And the importance of each risk factor in the project was determined by combining the neural network module in SPSS,and corresponding risk control measures were proposed for various risk factors.The research results of this paper have important reference meaning for the risk evaluation of domestic waste incineration power generation BOT project in China.It plays a huge role in the effective construction and good operation of the BOT project of domestic waste incineration power generation and provides certain theoretical guidance for the risk management of the BOT project of municipal solid waste incineration power generation in hebei province. |
