Study On Neighbor Avoidance Conflict Management Strategy Of Waste Incineration Power Plant In Shandong Province

In recent years,with the progress of urbanization in China,the situation of "garbage siege" has intensified all over the country.Waste incineration power generation can realize the efficient treatment and reuse of waste,and is the effective way to solve the problem of "waste besieged city".However,as the people near the waste incineration power generation project must bear certain environmental protection costs,economic costs and health costs,the neighborhood conflict with the surrounding waste incineration power generation projects is becoming more and more serious.The emergence of neighborhood conflict events has brought great challenges to public order,urban management and social stability.Therefore,how to improve the governance of neighborhood conflict of local government waste incineration power generation projects,improve the governance capacity,and promote the construction of public facilities in the region is a subject of great research significance.Based on the research and analysis of relevant literature at home and abroad,using social conflict theory,collaborative governance theory and stakeholder theory,this paper analyzes the current situation and existing problems of avoidance conflict governance of waste incineration power generation projects in Shandong Province by means of questionnaire survey and interview,And through the method of data analysis,the key factors affecting the adjacent avoidance conflict management of Shandong waste incineration power generation project are found.According to the analysis results,the adjacent avoidance conflict management strategy of Shandong waste incineration power generation project is designed,mainly including improving the adjacent avoidance risk prevention and control ability of governments at all levels,improving the public participation in the whole process,exploring information management relying on intelligent information system Improve the emergency response level of neighborhood conflict of governments at all levels,and design a combined interest compensation mechanism.Finally,it puts forward safeguard measures from the aspects of talent,capital,system,culture and technology.
