| Since 1990,an automatic monitoring system for pollution sources(hereafter referred to as on-line monitoring)has been implemented across China and has now formed a national on-line monitoring network for pollution sources.To ensure the stable uploading,the third-party operation and maintenance units have been introduced across the country.It can help to solve the problem that the pollutant discharge units are not able to operate and maintain the on-line monitoring equipment,and also assist the stable transmission of on-line data.However,there are many problems founded in the operation and maintenance units.This research focuses on the exercise in Xining City.Each problem mentioned above has caused by some reasons.Such as,the lack of supervisory personnel,the low cost of corporate violations,the third-party operation and maintenance costs taken by the pollutant discharge units,the unfair competition brought by the cancellation of third-party shortlisting,the various fee standards among the third-party,the identification standards for on-line monitoring data which exceeds the standard are not unified.Finally,drawing lessons from the management experience of the third-party operation and maintenance units to on-line monitoring for key pollution sources in other provinces and cities,combined with the learned public management theory,corresponding countermeasures and suggestions to optimize the government management mechanism in the third-party operation and maintenance units to on-line monitoring for key pollution sources in Xining City have been put forward in the research from four aspects,which are the assignments of the government,the duties of pollutant emission units,the responsibilities of the third-party operation and maintenance units and the coordination mechanism among these three units. |
