In the new era of socialism with Chinese characteristics,it is an inevitable requirement for building a socialist modern country in an all-round way to promote high-quality economic development and realize efficiency change,quality change and dynamic change.As the foundation of national economy,agriculture can effectively promote the development of other sectors.Along the Yellow River in Bayan Nur as an important agricultural production area,its high-quality development is an important link to solve the main social contradictions,and is the key to ensure food security.At present,due to the limitations of agricultural development and the influence of human factors,the added value of agricultural products along the Yellow River Basin in Bayan Nur is low,it is difficult to form large-scale production,soil pollution and water pollution are serious,the pressure of sustainable development is high,and the driving force of agricultural economic growth is insufficient.Promoting the high-quality development of agriculture is an important choice to solve this series of problems.How to calculate the current agricultural development level along the Yellow River Basin in Bayan Nur?How to explore the measures of high-quality agricultural development? It is a realistic subject worthy of further study.Based on the systematic review and induction of relevant literature at home and abroad,this paper defines the connotation of Bayan Nur along the Yellow River Basin,agricultural ecology,and high-quality agricultural development.With the new economic growth theory,industrial integration theory,and sustainable development theory as the theoretical support,this paper theoretically consolidates the research on high-quality agricultural development.By using the statistical analysis method,this paper makes a quantitative analysis of the current situation of agricultural development in Bayan Nur along the Yellow River Basin from four aspects: agricultural economic growth,improvement of agricultural production conditions,agricultural industry integration and agricultural green development.On this basis,through the construction of Bayan Nur along the Yellow River Basin agricultural high quality development evaluation index system,linear weighted analytic hierarchy process and entropy weight method of index weight,give each secondary index comprehensive weight,make a comprehensive evaluation and analysis of agricultural high quality development in the study area,and introduce obstacle factor calculation,This paper analyzes the influencing factors of agricultural high-quality development of agricultural along the Yellow River Basin in Bayan Nur.The results show that by the end of 2019,the evaluation scores of the five first-level indicators are arranged in the order of production efficiency improvement,production power conversion,production quality improvement,industrial diversification and green development level from high to low.It can be clearly seen from the average factor obstacle degree that the five first-level dimensions are basically in an equal development state,which are all influencing factors that hinder the high-quality development of agriculture along the Yellow River Basin in Bayan Nur.Among them,the production efficiency improvement and green development level are the main obstacles to the high-quality development of agriculture in this region.Therefore,we choose to start from three paths: agricultural products ecologicalization,land ecologicalization and industrial integration,we should take specific measures such as the establishment of demonstration base,the improvement of service level,the support of scientific and technological innovation,the creation of new driving force for development,the control of saline alkali farmland,the construction of high standard farmland,the implementation of "four control" action,the reduction of soil pollution,the improvement of agricultural irrigation facilities,and the promotion of agricultural ecological development and the improvement of agricultural quality,the degree of industrial integration,extending the industrial chain and value chain,to achieve the high-quality development of agriculture along the Yellow River Basin in Bayan Nur.
