| Since General Secretary Xi Jinping put forward the strategy of rural revitalization in the report of the 19 th National Congress of the Communist Party of China,my country’s rapid rural economic development has also presented many problems.One of the prominent problems is the destruction of the rural ecological environment.The goal of building beautiful villages and the people’s ever-increasing good lives need to force governments at all levels to attach great importance to the classification and management of rural domestic waste.For this reason,local governments have formulated policies and measures related to the classification and treatment of rural domestic waste in accordance with local conditions,widely promoted waste classification,and comprehensively carried out the classification and management of rural domestic waste.With the in-depth development of the classification and treatment of domestic waste in rural areas,the action of classification and treatment of waste has been gradually promoted among the masses,and the environment has also been significantly improved.This article adopts literature analysis method,investigation research method,case analysis method and other research methods,taking Z Town,W County,Zhejiang Province as an example,to truly and objectively investigate and study the current status and existing problems of the classification and management of rural domestic waste.In the field survey,it was found that Z Town in W County has achieved certain results in the classification and management of rural domestic waste,but there are still problems such as insufficient policy implementation ability,lack of basic sanitation facilities,single governance body,and weak awareness of classification of the masses.The research in this article shows that inadequate implementation of policies and regulations,insufficient implementation of garbage classification,insufficient fundraising for governance,and imperfect governance mechanisms are the main reasons for these problems.Based on the above analysis and current reality,this article proposes the following countermeasures: First,we must strengthen the ability to implement policies and regulations,which is mainly reflected in the scientific formulation of policies and regulations,strengthen policy propaganda,and improve policy implementation capabilities;second,we must establish diversified funding channels,which mainly reflect Increase government investment,absorb multi-faceted social funds,and set up special governance funds;third,establish a sound management mechanism,which is mainly reflected in the establishment of assessment and rewards and punishment mechanisms,improve villagers’ autonomous management mechanisms,and establish a garbage charging system;fourth,guide social forces Participation in governance is mainly reflected in the need to give full play to the role of enterprises,non-governmental organizations and villagers in governance. |
