In 2019,the unexpected COVID-19 in the world caused international supply and demands were caught in sudden changes.Some regions were in the interrupted status,which severely influenced the stabilities of trade and economy in all countries.International logistics transport of production enterprises will be short or interrupted,the international goods circulation difficulty increased,various logistics costs rose and enterprises’ systemic risks increased.Many countries blockaded ports temporarily to interrupt logistics route,promulgated new policies and regulations of port,temporarily increased special supporting documents,etc.,which caused enterprises confronted huge challenges from international logistics.Especially for TP Company,it is a chemical manufacturing enterprise,its international customers spread all over the world,and its foreign trade occupies half of the market.The whole international logistics process was magnified and lengthened.Accompanied by the risk in each link,most of the pressure focused on the international logistic link.With the strengthening of supervisions in sanitation,environmental protection,safe transportation,etc.,China’s chemical industry also confronted more severe tests,and the international management system of chemical logistics associated with it also had to make new structure adjustment and chain construction in order to establish more coordinated and effective operation mode.It was extremely urgent to sort out and design the international logistics process again during the COVID-19 period.The traditional international logistics management method adopted by TP company can not meet the needs of market development.The existing process of company is sorted out based on the international customers’ change in international logistics demands of TP company during COVID-19 and company’s optimization demands in international logistics process management.The Critical Success Factors and Twenty-eight Law are utilized to screen three key processes in international logistics process,and ASME method is adopted to classify the procecess and compare the computational time efficiency in order to diagnose the existing problems in the process and the reasons.The ESEIA process optimization tool is utilized to optimize and research the international logistics process of TP company,the existing problems in the process are solved through deletion,simplification,filling,integration and automation to ensure that company can conduct normal and effective production and delivery in emergency situations,thus guaranteeing company’s survival and development in crisis,gradual improvement of company’s management efficiency,and striving to achieve company’s strategic business objective.
