| Since the 1970s and 1980s,it has become a general trend to adapt to changes in the administrative environment and transform the government’s governance model.In the current construction of a service-oriented government governance model,the government’s social management and public service functions are continuously expanding,and its intervention and management in the economy and society are also shrinking.Citizens,social organizations,and enterprises have more room for development.However,as old problems are solved,new problems are constantly emerging: the rise of new economic formats,the impact of multi-value culture,and the awakening of multi-subject political consciousness,and other new administrative ecological environments,pose new challenges to the current government governance.The administrative ecology theory in China is mainly used in e-government,function construction,administrative reform and management,urban management,etc.But most of its environmental analysis is simple and rough.At the same time,although domestic scholars pay attention to the impact of environmental changes on the administrative system in the study of government governance models,they seldom conduct systematic analysis from the perspective of ecology.Therefore,from the perspective of administrative ecology,this paper uses literature research methods,historical analysis methods to study the effective transformation of China’s government governance model under the changes of administrative environment.This paper contains six chapters in total.Chapter One mainly conducts a systematic review of relevant research on administrative ecology theory and political governance models at home and abroad,and grasps the current status of relevant research at home and abroad.The second chapter mainly defines the important concepts in this paper.Firstly,the administrative ecology theory,the related concepts and element composition of the government governance model are clarified,and the interaction between administrative elements,administrative elements and government governance are analyzed,and with the help of literature research,the main reasons for the transformation of China’s government governance model are summarized,which lays a theoretical foundation for further research.Chapter Three based on the theory of administrative ecology,systematically combs the current administrative ecological environment of China.Mainly from five aspects of economy,society,communication network,symbol system and political structure,the current administrative environment changes and the new requirements for government governance put forward by the changes are emphasized.Chapter Four reflects on the existing government governance based on the new changes in the administrative environment.It mainly analyzes the shortcomings in the modernization of government governance in China from three aspects: governance concept,governance structure,and governance methods.Finally,combining the inherent characteristics and laws of the construction of our government’s governance model and the actual needs raised by changes in the administrative environment,this paper puts forward suggestions for the optimization of our government’s governance model from the perspectives of cultural orientation,goal decomposition,multiple governance,and functional integration. |
