Research On Collaborative Management Of Domestic Waste Classification In Nanjing

In recent years,the rapid development of China's cities,the rapid growth of urban scale and population,the continuous improvement of residents' living standards,consumerism and over packaging lead to a sharp increase in the amount of garbage.With the high attention of the central government and the improvement of people's awareness of ecological protection,the classification and treatment of urban domestic garbage has become one of the focus topics.Due to the low level of garbage treatment in China,this task is hard to achieve.The management of municipal solid waste(MSW)is facing great challenges due to the lack of management experience.In 2019,the national development and Reform Commission designated 46 key cities to build a waste classification system.On November 1,2020,Nanjing officially implemented the "Nanjing Municipal Regulations on the management of domestic waste",which forced the promotion of waste classification.Nanjing entered a new stage of collaborative treatment of domestic waste classification.Based on this research background,guided by the theory of cooperative governance,through literature research,questionnaire,field research,comparative analysis and other methods,this paper analyzes and studies the classification cooperative governance of urban household garbage in Nanjing.Cooperative governance theory is a hot topic of public administration theory in recent years,which has a strong explanatory power in dealing with social governance problems involving multiple subjects.Since the implementation of the "top-level waste classification system" by Nanjing municipal government,it is found that the implementation of the "top-level waste classification system" is not reasonable In view of the above problems,this paper analyzes the reasons such as the lack of government experience,the weak environmental awareness of residents,the high cost of garbage disposal,the backward ability of market subjects,and the limited ability of social organizations to participate.Based on the analysis of this country with high level of garbage classification in the world and its measures,this paper obtains enlightenment and experience,and puts forward some suggestions for the government,residents,enterprises and social organizations to improve the collaborative management of MSW classification.
