| In October 2017,the report of the 19th National Congress of the Communist Party of China clearly pointed out that environmental protection needs to build a governance system with “government as the leading,enterprise as the main body,social organizations and the public participating together”.The eco-environmental pluralistic co-governance model is the transformation of the environmental governance from “single-dominance” to“consultation and co-governance”.It is the only way to build a modern environmental governance system and requires the government,enterprises,the public,social organizations and other parties to govern.The power of the subject to form the resultant force of the environment.The logical starting point of responsibility is the role,which is the coordinate positioning of an individual or an organization in a specific social relationship.To clarify the role positioning of all parties involved in the pluralistic co-governance of the ecological environment is of great significance to clarifying the allocation of powers and responsibilities of the subjects.At present,in the pluralistic co-governance of the ecological environment,the allocation of the rights and responsibilities of all parties is improper,which is mainly reflected in: First,the government’s environmental administrative power and environmental governance responsibilities are inconsistent,including the pressure of the local government’s multiple responsibilities,which makes the government unable to effectively handle economic development.The relationship with environmental protection and the substantive lack of government environmental responsibility;Second,there is a gap between corporate environmental use rights and environmental protection responsibility,which is reflected in the poor effect of punishment-based environmental regulations and low corporate environmental information disclosure;Third,the public’s environmental rights and environmental protection obligations do not match,the public’s environmental interest needs have not been fully expressed,and the public’s environmental protection responsibilities have not been fully implemented;Fourth,the environmental participation rights of social organizations have not been fully realized.Insufficient communication of environmental information and low social recognition.Analyzing the reasons for the improper allocation of the powers and responsibilities of the multiple co-governance subjects of the ecological environment,it is concluded that the establishment of a modern environmental governance system requires highlighting the government’s leading role in environmental governance,stimulating the role of corporate environmental governance entities,and ensuring and empowering the public and social organizations to participate in the environment Governance. |
