| As an additional product in the process of industrialization,environmental pollution has become one of the obstacles to the development of our society.Though,the government's emphasis and governance efforts on environmental pollution have been steadily increasing,but it has failed to effectively curb environmental deterioration.In 2017,70.7% of the 338 cities in the country still have excessive air quality.The problem of environmental governance is a thorny issue in today's society.And the government is actively exploring innovations in governance models,and in the Nineteenth National Congress,a new paradigm for environmental governance of multielemental co-governance was clearly proposed.In this context,this paper intends to solve the inefficient problem of environmental governance in China by analyzing the dilemmas and forming mechanisms of multiple entities in environmental governance,and build a new environmental governance system.So this article is based on the "theory analysis-dilemma and formation mechanism research-theoretical support-the establishment of multiple interactive environmental governance model" research ideas,taking the public goods theory,public choice theory and the explanation of the "complex man" hypothesis as the starting point,it constructs the analytical framework of "multiple governance logic".Determine the three logical levels of the government,the public,and the enterprise as the textual basis.First,this paper uses case studies,questionnaires,and interviews to discuss the government's problems in environmental governance,including the lack of independence of environmental protection agencies,the ambiguity of environmental protection policies,and the difficulties of campaign-style law-enforcement.The public issues such as environmental awareness and lack of action,responsibility evasiveness,and lack of subject recognition in the environmental governance;enterprises in the industrial transformation and upgrading under the pressure of high-pressure environmental policies have been greatly impacted,avoiding social responsibility,and lack of motivation for active environmental governance.Second,an analytical framework based on multiple governance logic,this study forms the national logic of the central government,the hierarchical logic of the local government,the logic of the interests of the public to satisfy the demand,and the economic logic of the protection of the interests of the enterprise.It analyzes the intrinsic behavior of each logic and the interaction between the four.The study found,each logical subject tends to their own interest preferences,the endogenous nature of "National Logic" causes fuzzy conflicts in policies,and leave room for flexible and selective operation of selective,campaign-style law-enforcement in "hierarchical logic",the two intertwined policies and implementation of the "gap",provides opportunities for corporate and government conspiracy in the "economic logic",the preference combination of government and enterprises further influences the public's environmental welfare in “the logic of interests”.The public chooses to enter into a transaction with the company based on economic considerations,evade supervision responsibility.Above,the multiple predicaments that led to government failure,market failure,and volunteer failure in environmental governance.Finally,this article combines multi-center governance theory and local conditions.To form a multi-interactive network governance theory that truly suits our national conditions,in order to construct a multiple interactive environment governance model in China that is “tight,loose,forward,and gradual”.At the same time,it uses the system supply mechanism,information sharing mechanism,interest coordination mechanism,and supervision and evaluation mechanism as engine motive force,which not only solves the predicament of current environmental governance,but also ensures effective operation of multiple interactive environmental governance models. |
