| Since the 19 th National Congress of the Communist Party of China,the country and the government have continuously innovated the social environmental governance system,built the most stringent ecological environmental protection system,innovated the environmental governance system,emphasized the leading role of the government,used enterprises as the governance body,and continuously guided the public to participate in the environment.Continuously strengthen the comprehensive environmental management and protection.With a view to continuously improving and improving people’s livelihood,improving the health and well-being of the people,promoting the improvement of the social and ecological environment,and continuously satisfying the people’s growing demand for environmental quality,this will help government departments at all levels improve their environmental governance capabilities and enhance the environment.Governance performance puts forward higher requirements.Therefore,deepening the reform of the social system,promoting institutional innovation in the field of ecological environment governance,and improving the governance capabilities of the government are important tasks for governments at all levels in the future.In the process of advancing the modernization of the national governance system,improving the government’s governance capabilities,and building a service-oriented government,the improvement of public satisfaction with government environmental governance has become an important goal pursued by governments at all levels.In the process of ecological environmental governance,the government’s governance capabilities and the public’s environmental participation will have a profound impact on the public’s evaluation of the government’s environmental governance.The full expression of public environmental appeals is the primary prerequisite for public participation in environmental governance.In actual public environmental participation,the public’s awareness of environmental risks continues to increase and when the public perceives environmental risks,they will react based on their own judgments.The public generally agrees Appeals,letters and visits,reports,etc.to relevant government departments to express their demands.Environmental letters and visits have increasingly become an important means for people to express their environmental interests,strengthen communication and interaction with the government,and supervise environmental issues.When the public expresses their environmental demands through various channels,the possibility that their environmental demands will be responded to by relevant government departments will increase,and the possibility of effective solutions to environmental problems reported by the public will increase,thereby enhancing the public’s awareness of the government’s environmental governance.Satisfaction.Whether the process of public environmental appeals is smooth or not,and whether the results of public environmental appeals can effectively solve environmental problems,these all have a direct impact on the satisfaction of government environmental governance.In view of this,the core question to be studied in this article is: Does the improvement of government governance capabilities and the enhancement of the satisfaction of public environmental appeals effectively enhance the public’s satisfaction with the government’s environmental governance work? Will public environmental demands affect the relationship between government governance capabilities and environmental governance satisfaction? Understanding these issues can not only discover the influencing factors of environmental governance satisfaction,analyze its impact,but also discover some macro-level problems of environmental governance,analyze the causes,find solutions,and put forward targeted suggestions to effectively improve Satisfactory environmental governance.In order to solve the above-mentioned core problems,firstly,through theoretical review and literature collation,based on summarizing existing research,drawing on the classic interpretation model of public satisfaction research,and constructing a theoretical analysis framework based on the two perspectives of performance model and expectation model,and The public environmental demands and the government’s environmental governance capabilities are added to the theoretical analysis framework for analysis.Guided by public product theory,public entrustment theory,citizen environmental rights and public participation theory,the government governance capacity is taken as an independent variable,and three dimensions are introduced: the rule of law of environmental governance,the efficiency of environmental governance,and the effectiveness of environmental governance.To measure the government’s governance capacity,environmental governance satisfaction is used as the dependent variable,and public environmental appeals as the moderating variable.The public environmental appeals are divided into two dimensions: the smoothness of environmental appeals and the effectiveness of environmental appeals to analyze the public environmental appeals.Taking individual characteristics as control variables,conduct in-depth research on the mechanism of how the actual conditions expressed by the public’s environmental appeals affect environmental governance satisfaction.On the one hand,the public will increase their perception of the government’s environmental governance performance in the process of expressing environmental appeals and participating in environmental governance.The smoothness of the process of expressing appeals will have a greater impact on the formation of their attitudes and perceptions,which in turn will affect the public’s environmental governance of the government.Evaluation of satisfaction.On the other hand,whether the results of public environmental appeals are effective or not will affect the public’s perception of the government’s environmental governance capabilities,which in turn affects environmental governance satisfaction.Secondly,on the basis of summarizing the existing research,firstly analyze the relationship between the public environmental demands,the government’s environmental governance capabilities and environmental governance satisfaction from theoretical analysis,and propose the research hypothesis of this article(hypothesis: 1.There is a positive correlation between the smoothness of environmental appeals and the effectiveness of environmental appeals and environmental governance satisfaction;2.The legality of environmental governance and the efficiency of environmental governance have a positive correlation empirical analysis and verification.Through field visits and online and offline questionnaires,surveys were conducted in the Beibei District Ecological Environment Bureau and the streets of Beibei District,and based on the collection of relevant first-hand data,the survey was compiled based on authoritative scales on satisfaction research at home and abroad.Questionnaires,check the reliability and validity of the questionnaires through pre-surveys and modify the scales based on the data results.Finally,the formal questionnaires are issued and returned.After sorting out the valid sample data,statistical analysis such as descriptive analysis,multiple regression analysis,adjustment effect analysis,robustness test,etc.were performed on the data using stata14.0 software.Through empirical analysis,draw conclusions and compare and analyze with theoretical hypotheses.Strive to combine theory and empirical evidence to clarify the mechanism by which public environmental appeals and government governance capabilities affect environmental governance satisfaction.The empirical analysis results show that:(1)The legality of government environmental governance,the efficiency of
