Research On Urban Community Public Environmental Governance From The Perspective Of Multicentre Governance

In the past 40 years of China’s reform and opening up,the urbanization process has been accelerated,the urban population has increased rapidly,the flow has been frequent,the public environmental infrastructure is weak,and the public environmental pressure faced by the city has increased sharply.Urban community public environment comprehensive treatment is the most direct,the most realistic and urgent of the people’s livelihood engineering,it directly affects the stand or fall of a city environment,involving every on the immediate interests of the residents,urban residents’ mental outlook and moral cultivation,the degree of social civilization and culture,also reflected the local party committees,the government’s governance at the local level.Jiangnan area is located in the south bank of yongjiang river,is the central city,the old industrial zone,there are many old residential areas,commercial housing residential areas,enterprises and institutions,bankrupt enterprises and their dormitory areas,back to build resettlement residential areas,urban villages and other units,organizations,personnel miscellaneous.In recent years,the jiangnan district vigorously promoting community public environmental governance,has obtained the certain result,but in the process of governance,to promote because of relying too heavily on administrative power,social organizations,community self-organization,residents,such as the absence of serious,lack of interaction among principals of governance,cause the urban community public environmental ills,"considered the" form "poor public environment,government regulation,public environment has been improved to temporarily-related aspects to disorderly heap row place-government organization-" malignant closed-loop,bound to a certain extent the government of "hands",is not conducive to the government to fully grasp the main work of economic construction.Based on this reality,focusing on polycentric governance theory Angle of view,the jiangnan district urban community public environmental governance practice study,this paper analyzes the existing problems and puts forward constructive countermeasures,in order to offer reference for the party committees and governments,hope for optimal long-term governance mechanism,and improve management efficiency,promoting the jiangnan district urban community public environment level,create a governance efficient,clean and neat,beautiful green city community public environment,appear more necessary.The optimization path proposed by the author is as follows: First,improve the leadership system and pay attention to the top-level design;Second,to strengthen the system of autonomy,strengthen the source of governance;Third,improve the supervision and incentive system to stimulate the vitality of the main body;Fourth,we need to improve the coordination system to achieve positive interactions.
