Text Analysis And Optimization Research Of My Country's Environmental Governance Policies

As a global shared good,environment has non-competitive and beneficial non-exclusive nature of consumption.As a result,environment pollution control is the theme and problem of the current era.Because of the complexity and uncertainty of environmental issues,It is not enough to rely solely on the allocation and adjustment of market resources.This requires the government to intervene accordingly,introduce appropriate environmental policies,and systematically manage environmental issues.Due to the increasing stock of environmental policies and the gradual disclosure of information on government environmental policies,It is necessary to conduct a quantitative analysis of existing environmental policy types,tools and structures so as to find out the preferences of government environmental governance policy formulation and the distribution of policy types.lt is expected to carry out a complete plan for the development of environmental governance policies and environmental policy innovation.This study takes the environmental governance policy promulgated by the central government from 1973 to 2018 as the research object.It is based on multi-center governance theory and externality theory.Using the method of policy text analysis to conduct quantitative statistical research on China's environmental governance policies.Firstly,the papers of China's environmental governance policy are divided into four different stages Preliminary exploration period,adjustment period,continuous development period,optimization and innovation periodand.More than 100 policy texts are selected as research objects.According to the different roles of the text and the main body of the text,the research dimension is divided into X dimension(tool dimension),including supply-type tools,demand-type tools and hybrid tools;Y dimension(environmental strategy dimension),including planning,prevention,monitoring,governance and supervision.According to the proportion of policy tools in different dimensions and the distribution of policy instruments,the problems of China's environmental governance policies in terms of the use of policy tools,the use of policy content are put forward,and the optimization of China's environmental governance policies is proposed.It is suggested that it is recommended to use the proportion of policy instruments in a balanced manner,Strengthen cooperation among policy entities and establish a sound environmental policy guarantee system,so as to systematically and effectively control China's environmental problems.
