Study On Sustainable Evaluation Of New Concept Wastewater Treatment Plant PPP Project

With the rapid economic development of our country,the industrial production process and people’s daily life will consume a lot of water resources,causing the rapid increase of urban sewage discharge.Sewage treatment has become an important factor affecting environmental quality and economic and social development.In our country,sewage treatment is an emerging industry and its development is slow.Although the construction speed has gradually accelerated in recent years,many sewage treatment plants are already in operation,but there are still problems with lack of investment,unreasonable operation models and lack of management experience.The PPP model broadens the source of funds for sewage treatment projects,promotes the marketization of sewage treatment infrastructure,accelerates the process of infrastructure construction while reducing government investment in public services,and promotes urban development and urban ecological civilization construction.However,due to factors such as technology and cost,the current sewage treatment plant only has the most basic sewage treatment functions,and cannot recycle the potential energy and resources in the sewage.In addition to the sewage treatment function,the new concept sewage treatment plant can also recycle the resources and energy in the sewage during the treatment process,initially realize the recycling and recovery of materials,improve the energy utilization rate,and will not cause pollution to the environment.Sustainable development is the goal pursued by the new concept sewage treatment plant,and the evaluation of its sustainability plays an important role in promoting the development and improvement of the new concept sewage treatment plant.The research content of this article is mainly divided into three parts:(1)Construction of sustainable evaluation index system for PPP project of new concept sewage treatment plant.Combining the principles of constructing sustainability evaluation indicators for the new concept sewage treatment plant PPP project,through literature research,an evaluation indicator system is constructed from the five aspects of economy,society,resources and environment,engineering and project management,and then the new concept is determined through expert discussions.The sustainable evaluation index system of the PPP project of the sewage treatment plant,and the explanation of each index.(2)Construction of sustainable evaluation model for PPP project of new concept sewage treatment plant.The project sustainability is divided into five levels: unsustainable,weak,fair,strong and strong.A model for determining the weight of indicators based on log-fuzzy preference programming analytic hierarchy process and a new concept sewage treatment plant sustainability evaluation model based on the extension matter-element theory are established.(3)Case analysis.Taking the third sewage treatment plant in Suixian County as an example,a case study was conducted to verify the validity and feasibility of the index system and sustainability evaluation model.Analyze the evaluation results from the perspective of each criterion level and the project as a whole,and put forward some suggestions.This paper takes the new concept sewage treatment plant PPP project as the research object,based on the theory of sustainable development,and based on the analysis of the status quo of my country’s sewage treatment industry,proposes that the PPP model is an important model for the construction and operation of sewage treatment plants.The establishment of a new concept sewage treatment plant PPP project sustainability evaluation index system and evaluation model,and applied to the Suixian Third Sewage Treatment Plant sustainable evaluation study,to verify the effectiveness and feasibility of the evaluation model.The research results of this article can provide development directions and reference for further measures to improve the sustainability of the project,and have significance for improving the sustainability of the project and promoting the promotion of new concept sewage treatment plants.
