Large-scale disasters have occurred frequently in recent years,casing great losses to the people's lives and property.The timeliness of the emergency materials delivery has a very important impact on reducing the losses in the disaster area.As disasters cause road congestion or even disruption,many disaster areas will become isolated and emergency supplies in these disaster areas can only be transported by helicopters.In addition,during the delivery of emergency supplies,secondary disasters such as aftershocks,mudslides,and floods may lead to road damage,new disaster areas,and other disturbance events,making it difficult for the initial plan to meet the emergency supplies transportation needs.In response to these problems,the following studies have been conducted on the joint delivery optimization of emergency supplies and their interference management:This paper establishes a multi objective optimization model with traffic constraints and capacity limits,minimizing the average waiting time and the economic cost of emergency response.In the model,we consider the transport tools have capacity restrictions and some disaster areas only allow special transport tools to arrive because of the damage of the road network.Then,a non-dominated sort hybrid evolutionary algorithm with the elitist strategy(NSHEA-II)is designed to solve the model based on random neighborhood search mutation and hierarchical cross aiming at the shortcoming of slow convergence rate and single mutation operator.In order to verify the validity of the model and the algorithm,multiple sets of parameters were generated according to the research questions.Experiments have shown that the model and algorithm can provide relief supplies transport plans for a specific disaster response situation.Finally,compared with the extant non-dominated sort genetic algorithm with the elitist strategy(NSGA-II),our NSHEA-II has obvious advantages and strong stabilization.In addition,considering that the disaster information is not clear and various interference events in the rescue process will cause the initial delivery plan of emergency supplies to be invalid,an interference management model for coordinated transportation of supplies has been established,and we measure disturbances of interference events from the perspective of disaster victims,decision makers,and emergency supplies delivery routes.A genetic algorithm was designed to solve the model.Numerical experiments proved the validity of the model and algorithm.Compared with the rescheduling method,the superiority of the interference management method was verified.Aiming at the problem of emergency supplies transportation after disaster,this paper establishes a model for coordinated transportation of supplies,and designs the corresponding solving algorithm and interference management method.The research has some theoretical and practical significance.On the theoretical level,it can promote the further development of the theory and methods of optimization of emergency logistics and interference management.On the practical level,it can improve the timeliness and stability of the emergency logistics system after disaster.
