Design And Application Of Dual Prevention Management Index System In A Water Industry Company

"Dual prevention system" includes two parts: safety risk classification control and safety hidden trouble check and control,which is one of the elements of safety standardization.An effective "dual prevention" safety management system can help enterprises achieve the goal of safety management and provide effective support for the smooth operation of production.The construction of "dual prevention" safety management system is an effective method to effectively enhance the emergency response ability of enterprises for safety accidents,and it is also an important tool to implement the decision-making and deployment of the Party Central Committee and the State Council,and to realize the shift of potential accidents and the source control of accidents.This paper takes G Water Industry Company,which is a large state-owned enterprise,as the object of research.In the paper,on the basis of the analysis of the current status of the company’s "dual prevention mechanism" safety management index system,the author analyzed the development status of the company’s "dual prevention" safety management index system in the light of the company’s actual work operation.Then on the basis of the fishbone diagram method,the preliminary risk grading and control index system centered on the JHA evaluation table was constructed;then on the basis of the ESCRI method,the constructed risk grading and control index system was optimized,and the construction of the risk grading and control index system was completed.At the same time,based on the PDCA cycle,we carried out the design of the hidden danger troubleshooting control and management control process,which helped the company realize the closed-loop management of the PDCA cycle in the hidden danger troubleshooting control and management process.Finally,the combination of risk grading control and hidden danger investigation and management of two sets of management systems formed a complete set of "dual prevention mechanism" safety management index system for G Water Industry Company.The "dual prevention" safety management system constructed in this paper has been applied in the safety management of S water supply company.After three months of operation,it has been proved that the "dual prevention" safety management system is effective,and valuable experience has been gained.Meanwhile,some objective improvement suggestions are put forward for the deficiencies and shortcomings in the design and application of the "dual prevention" safety management system.This paper provides some useful reference for the domestic enterprises who intend to build the "dual prevention" safety management system.
