In The Process Of Integration Of The Beijing-Tianjin-Hebei To Study Of Atmospheric Governance Coordination Mechanism

With the integration of the Beijing-Tianjin-Hebei region rose to national strategic level, effective cooperation among the three governments attracted widespread attention, in which ecological cooperation, especially the atmospheric environmental cooperation. It has become an important content of the current environmental governance to build an effective mechanism for transboundary environmental governance. In the past, the three governments are mostly limited cooperation cooperation based on their own interests, with little success. To establish a substantive cooperation model become the key to solve the problem of cross-border atmospheric environmental governance.In this paper, using literature analysis, comparative research and quantitative research methods, the atmospheric environment of the Beijing-Tianjin-Hebei region as the specific research object, pointed out that the current atmospheric pollution situation of the Beijing-Tianjin-Hebei region, and analyzes the overall features of the three regional air pollution, in this paper, using the theory of cross-border governance, from the aspect of environmental management systems, laws and regulations, economic development, in the process of integration of Beijing-Tianjin-Hebei reveal constraints of air pollution governance, pointing out the bar in the area of environmental governance prone segmentation environmental management system, lack of transboundary environmental management laws, unbalanced economic development, local protectionism and unreasonable view of achievements and other issues. On this basis, the paper from environmental institutions, rule of law, cooperation mechanism in a bid to build the overall framework of intergovernmental cooperation in Beijing-Tianjin-Hebei, has been clear about the goal of Beijing-Tianjin-Hebei atmospheric governance, from the lack of stability of cooperation to the norm of the basic purpose of substantial cooperation, put forward the countermeasures to establish the atmospheric governance coordination mechanism of the Beijing-Tianjin-Hebei.Integration of the Beijing-Tianjin-Hebei region as one of major national development strategy in our country, environmental protection and economic development are equally important. Discusses atmospheric pollution governance problems and countermeasures of the Beijing-Tianjin-Hebei region, not only help to improve the current air quality in three places, but also conducive to providing an guarantee for the sustainable development of the Beijing-Tianjin-Hebei whole area, but also to deepen the research content of transboundary environmental governance, rich management experience of transboundary air pollution in theory. Through the study of Beijing-Tianjin-Hebei atmospheric pollution control problems, helps to deepen the rational understanding of cross-border governance atmosphere, provides some enlightenment to improve the overall air quality in China.
