| Railway is an important national infrastructure,but also the core component of the national comprehensive transportation network,and railway transportation because of the climate and environmental conditions of the lower requirements,and passenger transport capacity and cargo capacity far more than other modes of transportation,so also laid the railway transportation in the national economy important position.With the further adjustment and optimization of the national economic structure and transportation structure,the railway transportation volume has been steadily increasing in recent years.Take China Railway Hohhot Bureau Group Co.,LTD as an example,the average daily loading of 9568 cars in 2021,an increase of 10.5% year-on-year,and the annual freight volume of 230 million tons,an increase of 11.4%.Under such a huge transportation system,In the event of an accident,light caused heavy economic loss,or have more irreparable consequences,so the current under the new situation of railway transportation safety requirements has become a top priority,but any mode of transportation can avoid accidents,include railway transport,how to through effective emergency treatment measures after the accident will damage to a minimum,It is of great significance to the safety of railway transportation.In order to ensure transportation safety,Hohhot bureau group company launched the emergency rescue command integrated information system in 2020.The system has carried out closed-loop management of emergency command,improved the efficiency of emergency organization and the sharing of emergency resources and information,and effectively enhanced the overall control ability of emergency command process.However,under the requirements of the current new situation of transportation safety,only realizing process control can not meet the requirements,Taking the system as an example,this paper makes an in-depth analysis of the overall emergency rescue system,emergency disposal process and system module function of the emergency rescue command integrated information system,and makes a functional in-depth study on the shortcomings of the system in emergency command auxiliary decision-making.Firstly,by introducing multi-agent decision-making framework and Bayesian decision network,the complex railway emergencies are represented in a simple graphical structure,and then all available decision-making schemes are sorted and optimized through the possibility degree matrix to obtain the scheme combination suitable for the current emergency scenario,which is verified by an example;At the same time,considering the dynamic evolution and uncertainty of emergencies,according to the idea of reference point,value function and weighting function in the prospect theory,three decision-making psychological reference points of casualties,economic loss and rescue cost are set.Through the dynamic change of reference point,the comprehensive prospect value of the scheme is changed,so as to realize the dynamic adjustment of emergency disposal scheme and make the scheme more in line with the needs of accident rescue site,While improving the rescue efficiency,further reduce the accident loss,and prove the availability and reliability of the method through examples;Finally,the core data table structure of the auxiliary decision-making function module is designed,and the business logic of the module is described and analyzed. |
