Study On The Dilemma Of Implementation And Garbage Classification In Community

In 2004,China has replaced the United States as the world’s largest waste producer,generating 400 million tons of waste every year,and it is still growing at an annual rate of 8%.Garbage classification can protect land resources,reduce environmental pollution,build a green and environmentally friendly ecological environment,and promote economic growth by realizing garbage "turning waste into treasure".It is a major project that has a contemporary merit and will benefit the future.General Secretary Xi Jinping pointed out at the 14 th meeting of the Central Finance and Economics Leading Group on December 21,2016,“The widespread implementation of a garbage classification system is related to the improvement of the living environment of more than 1.3 billion people,and whether the garbage can be reduced,recycled,and harmless."Chemical treatment";"It is necessary to accelerate the establishment of a garbage disposal system of classified release,classified collection,classified transportation,and classified treatment,and form a garbage classification system based on the rule of law,government promotion,public participation,urban and rural coordination,and local conditions,and strive to improve the garbage classification system Coverage".The implementation of garbage classification is of great significance for saving land resources,reducing environmental pollution,using renewable resources,and improving the quality of citizens.This article introduces the concept and theoretical basis of community waste sorting management,starting from the history,policies and models of waste sorting in Shanghai,detailing the course of Shanghai’s implementation of waste sorting management,and discussing the policy content of Shanghai’s implementation of community waste sorting Analyze and interpret the model of Shanghai’s implementation of community waste classification,including its guiding ideology,subjects,responsibilities,and methods for community waste classification management.Taking the Luluo Space Project as an example,this paper analyzes the overview of the Luluo Space project,the measures to implement waste sorting and management,and the results achieved in the implementation of waste sorting management,thereby analyzing the current status of the implementation of waste sorting and management in Shanghai communities.Then it was discovered that since the community implemented waste sorting management,there have been four dilemmas: focusing on form,underestimating substance,classification management concept has not yet been formed,the contradiction between "one-step" and "gradual progress",and the intensification of "scavengers".And from the definition of cognition,processing mode,government departments,legal policies,operating strategies,and residents’ thoughts to find the root causes,it is proposed to strengthen publicity and education,enhance subjective understanding;improve the institutional system,clarify the main body of power and responsibility;mobilize the participation of all people to achieve Collaborative governance;standardize national labels and unify classification standards;strict reward and punishment measures,and strengthen incentives and other five governance methods.
