Research On The Problems And Countermeasures Of Social Organizations Participating In The Handling Of Major Natural Disasters

Major natural disasters such as major earthquakes and severe floods seriously threaten the safety of people’s lives and property and social development and stability.Therefore,the emergency management of effectively dealing with major natural disasters and reducing their impact has always been an important part of the government’s work.Since the 18 th National Congress of the Communist Party of China（CPC）,the response to major natural disasters and other emergency management work has received high attention.General Secretary Xi Jinping made important instructions at the 19 th Group study session of the Political Bureau of the CPC Central Committee,stressing the need to strengthen the people’s defense line against disaster,and take multiple measures to modernize the emergency management system and capacity.In the face of complex and huge impact of major natural disasters,it is often very difficult to effectively deal with them by government itself,the government under the inertia of all-powerful government can no longer adapt to the new situation requirements.With the change of government governance concept and the development of social voluntary system since the beginning of the new century,China’s social organizations have been growing in both quantity and quality,gradually participating in social governance work,and gradually realizing in-depth participation in the response to major natural disasters,playing their unique role.However,while social organizations have made some achievements in relevant work,many problems are still exposed.According to the logic of "finding problems,analyzing problems and solving problems",this thesis studies the problems and countermeasures of social organizations participating in the response to major natural disasters.Based on the analysis of three typical cases such as jiuzhaigou earthquake,some enlightenments of social organizations’ participation in the response to major natural disasters are drawn.On the basis of in-depth research and interviews with personnel from many relevant social organizations and government departments,as well as a questionnaire survey on the public’s recognition of the participation of social organizations in relevant work,the main problems such as insufficient participation ability of social organizations themselves,relatively single participation stages,disordered participation behaviors,and insufficient effective coordination of participation have been sorted out.The reasons behind these problems are often multiple and interwoven.This thesis analyzes and summarizes the relevant reasons from the aspects of external management system of social organizations,their own participation ability,social recognition and support,and coordination and cooperation mechanism based on participant governance theory and collaborative governance theory.Through targeted research and analysis of the above content,combined with previous research results,research results and my own experience,several suggestions are put forward to improve the participation of social organizations in the response to major natural disasters: optimize the external management system of social organizations from the aspects of legal system,management system and institutionalized participation channels;strengthen the self-development of social organizations from the aspects of personnel development,internal management system,organizational development funds and skill training;create a good environment for the participation of social organizations from the aspects of clarifying the orientation of participation of social organizations and increasing citizens’ trust in social organizations and improve the mechanisms for coordination and cooperation among diverse entities in the areas of information sharing,communication and coordination,and joint exercises and training among diverse teams.
