Collaborative governance is a new management strategy, It is a public forum sponsored by one or more government departments or public bodies, so that the interests of other non-state stakeholders in the public forum through formal collective consultation directly involved in public policy decision- making process. Because of the public nature of the environment and integrity, making a single local government can not rely on their own strength to solve environmental problems, fragmented governance model can not solve the environmental pollution problem from the root. Therefore, It needs to integrate the multi power, the establishment of environmental pollution control mechanisms to co-ordinate collaboration and achieve effective governance of cross-regional environmental problems. The successful practice of regional economic cooperation and development will be introduced for coordination and cooperation of cross regional environmental governance in the field to provide the experience, in the joint efforts of the government and the social from all walks of life force, our collaborative governa nce of cross regional environmental pollution has made certain achievements.
