The ecological environment is the fundamental requirement for human survival.It is a necessarily prerequisite condition for the sustainable development of the national economy and human society.The 18th CPC National Congress put forward the ecological civilization construction in a prominent position,and the 19th CPC National Congress has proposed that the strategy of rural revitalization and development,replacing the ’clean village’ with ’ecological livability’,placing the ecological civilization in an essential position in the rural construction.In the stage of the development of rural revitalization,the effectively ecological planning can avoid the destruction of the ecological environment and the waste of resources from the economic and social perspectives.In this research,the author took Bai Yang Township in Xiapu County as the research object,and the research and evaluation on the utilization and development path of eco-agricultural resources of Baiyang township were carried out in three stages:ecological investigation,ecological assessment and ecological planning.Ecological investigation was carried out by consulting literature,interview and questionnaire.At the same time,the author used the analytic hierarchy process(AHP)and Delphi method to select the indexes and determine the weight of each index to construct the evaluation index system,and then use the GIS spatial analysis function to obtain the regional ecological sensitivity analysis and land utilization suitability evaluation.The results showed that the ecological sensitivity of Bai Yang Township is generally high,and the general distribution pattern-the West is higher than the East and the North is higher than the South.According to the land ecological suitability analysis,the area of the ecological-suitable land for the land construction is 54.52 km2 in the planning area,which accounts for 31.22%.These places are mainly in long and narrow Valley area of Baiyang township,which are suitable for developing crop farming,aquaculture,tea industry and fruit industry.The secondly suitable ecological land area is about 46.83%of the planning area,approaching 81.77 km2.These places mainly located in the north,the middle,the central south and the southeast of Baiyang township,and can develop forestry industry,tea industry,fruit industry and ecotourism.The area of the unsuitable construction is 38.32 km2 whose percentage is about 21.94%.These places mainly distributed in the northwest of Baiyang township and the marginal zone in the southwest and southeast of Baiyang township.It is the water resource and hilly area in the planning area.Geological disasters,particularly the collapse and the landslides frequently occur in these areas,result in those areas are not suitable for overdoing the transformation of the land.On this basis,according to the ecological environment characteristics and the development orientation of the planning area,the ecological function zoning of the planning area is divided into three functional areas,which are water conservation ecological function area,soil and water conservation ecological function area and rural economic development support ecological function area.And in the rural economic development support ecological function zone,combining the ecological environment sensitivity and the difference basic conditions of land use suitability of Baiyang Township,the development potential and the construction,a reasonable industrial layout is made about the eight major pillar industries-high quality rice,forestry,Chinese herbal medicines,grape,edible fungi,white tea,oil tea and ecotourism.Furthermore,it puts forward the advantages,the existing problems and the technical path of the eight major industries.
