| Reform in China has transformed from extensive management in planned economy to lean construction management under market economy.from state investment to diversified investment.EPC is widely used in contracting,With the constant decrease of large-scale Hydraulic and Hydropower Engineering reserve,due to the limited water resources in China,small and medium-sized Hydraulic and Hydropower projects would be the mainstream However.Most hydraulic projects are nonprofit and invested by government,totally or partially.There are no actual owners.The design in this area is segregated from the construction for a long time.And present policies and regulations are mainly worked out under this circumstances.Thus,lots of problems emerge during the implementation.such as runaway investment,construction cycle delay,construction quality,etc.With the constant development of EPC in small and medium-sized Hydraulic projects.it is necessary to further explore and perfect how to design projects and specific operation that conform to the EPC management mode for small and medium-sized hydraulic projects.This thesis aims at putting forward some countermeasures based on the analysis of advantages as well as practical problems of EPC mode.In order to improve the overall operation efficiency,raise the management level and accordingly promote the core competitiveness of general contractors,it is proposed to value the leading role of design in EPC implementation and strengthen key points of project planning,risk control,interface management and communication management. |
