Research On Design Enterprise-led Engineering Procurement Construction (EPC) Design Management Evaluation

Under the national policy background of encouraging engineering procurement construction(EPC),with the ever-expanding market demand,EPC has maintained a continuous and steady growth and has begun to account for more than 50% of the entire industry in 2018.However,design enterprises’ low level of EPC design management has limited them to give a full play to their due advantages in projects and the industry is in need of a complete evaluation system for EPC design management.Therefore,the establishment of a simple,scientific and comprehensive evaluation system is of great significance for facilitating the development of design enterprises’ EPC design management.This paper analyzed the characteristics of design enterprise-led EPC design management,sorted out and analyzed project management evaluation methods at home and abroad,compared the applicability of different kinds of methods,and determined the fuzzy Comprehensive evaluation method for the determination of weight through AHP method,clarified the principles of evaluation.After screening out 16 representative literatures from a large number of literature surveys,a "document library" was established and related evaluation indicators were screened out to conduct a questionnaire survey.So as to make the research theoretical and practical,this paper analyzed and sorted out the document analysis together with the results of expert questionnaire surveys and established a preliminary design enterprise-led EPC design management evaluation index system.Then through expert interviews,the initial indicators was modified,and the design enterprise-led EPC design management evaluation index system was finalized.By carrying out a questionnaire survey on the weight of the evaluation index system for experts,this paper used analytical hierarchy process to confirm the weight of evaluation index and built the design enterprise-led EPC design management evaluation model based on fuzzy comprehensive evaluation theory.Finally,taking T project of Z Company as an example,the project design management is evaluated,the reasons for the evaluation results are analyzed,and corresponding improvement measures are proposed.The establishment of the design enterprise-led EPC design management evaluation index system through the research in this paper is to provide reference basis for the design enterprises in the industry to formulate design management assessment,and it is anticipated to act as an important part to improve the design enterprise-led EPC management level.
