Research On The Whole Process Cost Management Of PPP Project In Highway Engineering

Public private partnership(hereinafter referred to as "PPP")model construction projects have developed.From GBF(2015)No.42 document,which requires PPP projects to pay attention to performance appraisal,to CBJ(2017)No.92 document,which requires all PPP projects to strictly implement performance appraisal and pay as you go mechanism,it shows the importance of performance appraisal in PPP project cycle management.At the same time,in the context of national economic development,in order to introduce and activate social capital,the state vigorously promotes PPP model.There are great differences between PPP project and conventional highway project in construction mode and management mode,and there are also some shortcomings and shortcomings in PPP project management.As the demand for funds,construction time and related specialties of highway engineering projects are relatively wide,a set of scientific theories and tools are needed to improve the cost management of the project in order to promote the sound development of cost control.However,the emergence of PPP project construction management mode points out the direction for it.This paper mainly studies and analyses the current situation of PPP project application in highway engineering at home and abroad,and at the same time,it makes a detailed analysis of the problems existing in the whole process cost management of highway engineering.Taking the PPP project of X highway engineering as the research object,the whole process cost management of the decision-making stage,design stage,bidding stage and construction stage of PPP project of highway engineering is studied and analyzed.According to the research results of PPP project and project cost management at home and abroad,this paper summarizes the significance of this study,as well as the current PPP project cost management needs continuous improvement.This paper summarizes the related concepts of highway PPP project,the concept of the whole process cost of highway project,the concept of the whole process cost management of highway PPP project,as well as their respective characteristics,advantages and disadvantages.This paper makes a detailed study and Analysis on the cost of each stage in the whole process of highway engineering project.It analyzes the cost management measures from five aspects: the cost management in the decision-making stage,the cost management in the design stage,the cost management in the bidding stage,the cost management in the construction stage and the cost management in the completion research stage,and studies the key points of the cost management in each stage of the project construction.This paper analyzes in detail the stage division of the whole process cost of highway PPP project and the specific work content of each stage,establishes the multi-level list connection model and the dynamic investment and static investment docking model;establishes the dynamic total investment model to solve the problem of the calculation base of the loan interest during the construction period of highway PPP project;at the same time,there are some problems in the whole process cost of highway PPP project And put forward solutions.Application case analysis,through the whole process cost management of X highway project,analyzes and summarizes the cost management results of each stage of the project,according to the cost management results data,the whole process cost management is effective,and can effectively control the actual investment of the project within the approved budget.
