Research On The Application Of Bill Of Quantities In EPC General Contract

As a kind of engineering project general contract model originated from western countries,EPC general contract model is different from the traditional construction general contract model.Under the EPC general contract model,the general contractor manages the whole process of the design,procurement and construction of the project.In this mode,the general contractor not only assumes the corresponding risks for the construction of the project,but also assumes all the risks for the design and procurement of the project.The final point of the collection of various risks is the risk of project cost.Under the EPC general contract model,bill of quantities(hereinafter ref erred to as "BQ")has been implemented in China for many years.Introduced into the country fro m abroad,it has gradually matured in the country and formed a unique domestic list pricing speci fication,Preparation of bill of quantities has put forward the extremely high request for both bud get management personnel and budget preparation personnel of general contractors.The preparat ion of high-quality bill of quantities under EPC general contract model puts forward higher requi rements for the general contractor.This article firstly systematically reviews and combs the theoretical development of bill of quanti ties under the EPC general contract model at home and abroad,and makes a theoretical review of the two aspects of the EPC general contract model and bill of quantities,and extends the necessi ty of executing bill of quantity under EPC general contract model;then,through reading relevant professional books and consulting relevant research trends and results,literature research metho d is used to explain the development status of bill of quantities in China under the EPC general c ontract model and summarizes its application advantages in construction projects and major prob lems at the present stage.On this basis,through expert interviews,this paper summarizes the mai n factors that affect the quality level of the EPC general contract model project quantity list using analytic hierarchy process,determines the key factor indicators,that is,the quality of budget per sonnel,and then builds an evaluation model based on fuzzy comprehensive method.XX rain and pollution diversion pipe network project in Shenzhen is taken as an example to conduct case ver ification,and the problems in the process of BQ compilation of this project are found by analyzin g and researching the application of construction drawing design and construction organization d esign in BQ pricing in the process of budget compilation of this project.In view of the key issues that affect the quality of the project quantity list,countermeasures and suggestions were put for ward from the stand of the construction unit.The author hopes to provide some reference for the construction unit during the budget preparation of similar projects and the project quantity list pr eparation under the EPC mode,which makes the BQ preparation more complete and plays an eff ective role in safeguarding the interests of the construction unit.
