Study On Improvement Of Bid Evaluation Model And Contract Optimization Under Bill Of Quantities Mode

With the development of the economy of China and construction market,the bill-of-quantity model has become the main valuation models in construction project.It shows the advantages of reducing the cost and balancing the market.Since we implemented the BOQ model in 2003,we have had a thorough research on bid and tender under the mode of valuation and managements of construction contract in all stages of theoretical knowledge and practical application.We have preliminarily found the ways of bid evaluation method and contract management that were suitable for China's national condition.However,due to the market system and legal system were far from perfect,these methods could not be successfully implemented as we wish.By studying the domestic and international BOQ model,this article optimized the bidding and tendering under the BOQ model,established the optimal unbalanced bidding model and researched the advantages and disadvantages of current construction contract.The main contents were as follows.Combined with the theory and the characteristics of the BOQ model,the quantitative pricing model and BOQ model are compared and analyzed,the advantages and disadvantages of the BOQ model are summarized,and the contents and compilation of the BOQ are briefly introduced.Based on the specification of the BOQ,the scientific nature of the reasonable evaluation of the low price is strengthened through the optimization of the detailed evaluation in the evaluation step.Through theintroduction of the new concept of “reasonable low price index”,we construct a set of bidding mode suitable for China's national condition.We introduced the tender work in the tender unbalanced offer.This paper analyzed the difference between the unbalanced quotation and the optimal unbalanced quotation and analyzed and studied the unbalanced quotation in the bidding process by establishing the mathematical model of optimal unbalanced quotation and SPSS frequency analysis method,and put forward the optimal imbalance offer adjustment range.The basic concept of the construction contract is briefly introduced,and the characteristics of the construction contract management objectives are explained.The construction contract of the construction project in China is listed one by one compared with the 1999 version of the comparative analysis,to find differences and common ground,combined with case analysis to deepen understanding for China's future construction contract management to lay the foundation for the development.
