Urban renewal projects are rapidly rising in large and medium-sized cities in China in order to improve the urban structure and land utilization rate.And because the general contracting model of the project has good adaptability in urban renewal projects,more and more urban renewal projects will adopt the general contracting model in the future.The urban renewal project under the general contracting model not only has the characteristics of the construction project under the general contracting model,but also has the characteristics of the PPP model.The urban renewal project itself is also different from the general construction project.It means that the construction period of urban renewal projects is longer,the scale is larger,the situation is more complicated under the general contract model.There are more uncertain factors,and the period claim management workload is large.But nowadays,domestic and foreign scholars’research on urban renewal project management theory is obviously inadequate.The existing theory and method of claim for construction period are not suitable for the engineering management practice of urban renewal projects under the general contracting model.In order to solve the above problems,firstly,this paper summarizes the current status of research at home and abroad,introduces the theory,treatment methods,and existing urban renewal project management theory of construction period claims.Secondly,based on basic theories such as general contracting model,construction period claims,and game theory.Combined the characteristics of urban renewal projects,elaborated the applicability of EPC and DB general contracting models in urban renewal projects,and summarized the characteristics of urban renewal projects under the general contracting model.The characteristics,goals,processing principles,and work points of period claim management were carried out.Thirdly,it introduces and compares commonly used processing methods for construction period claims,combines the characteristics of urban renewal projects under the general contracting model,compares and selects processing methods for common delay events and delay events in the same period.In order to be more suitable for the processing of contemporaneous delay events in urban renewal projects under the general contracting model,the game negotiation is incorporated into the principle of proportional responsibility sharing,and the method of processing contemporaneous delay events is improved.Finally,in order to obtain the best negotiation strategy,a game negotiation model of liability scale factor was established based on game theory and Bayesian theory,and built a game model for duration claims when the general contractor considers future benefits.An analysis of some project delays in a historical and cultural street project in a city was conducted to verify the operability of the game model and to provide a reference for the general contractor to consider whether to make a claim when considering future benefits.This paper provides more suitable theoretical support and processing methods for the general contractor to carry out period claim management during the implementation period of the urban renewal project under the EPC and DB general contracting model.It improves the project management level and maintains the general contractor’s legitimacy.The legal claim right has practical significance for reference,and provides certain help for strengthening the general contracting capacity building of enterprises.
