With the goal of " carbon peak " in 2030 and " carbon neutrality " in 2060,China has begun to continuously promote the adjustment of industrial structure and energy structure,accelerate the planning and construction of large-scale wind power photovoltaic bases,and expand the scale of EPC general contracting market for power construction projects.Previously,the electric power system reform has continuously promoted the electric power design institute to face the market with the opportunity of ’ separation of main and auxiliary ’,transform to the EPC model,and give full play to the natural advantages of design as the leading role in the overall planning of EPC general contracting project to open up new markets.How to seek a stable balance point under the trend of deepening the reform of the power mechanism and seize the opportunity of the new energy policy to provide impetus for the growth of enterprises in the EPC general contracting market,and to continuously enhance the market competitiveness while accelerating the transformation is one of the difficulties that the Electric Power Design Institute needs to break through.In this context,this paper studies the evaluation model of EPC general contracting project management maturity from the perspective of electric power design institute,and puts forward countermeasures and suggestions to improve its project management ability.The main research contents and conclusions are as follows :(1)Based on the grounded theory and questionnaire survey method,the evaluation index system of EPC general contracting project management maturity is constructed from the perspective of electric power design institute,including 18 elements and 56 indicators under the three classification dimensions of EPC project management organization,EPC project management elements and EPC project management process.(2)The COWA-DEMATEL combination method is used to weight the indicators.It not only considers the adverse effects of the comprehensive independence and correlation weights on the calculation results,but also analyzes the interaction between the indicators.The three-dimensional maturity model OPM3 is selected as the basic model,and the traditional matter-element extension model is improved by using the principle of asymmetric closeness instead of the principle of maximum membership degree,so as to improve the accuracy of the model on the basis of ensuring the comprehensiveness of maturity evaluation.(3)Taking the EPC general contracting project of the new project of YHP coal-electricity integrated power plant as an example,the maturity evaluation level is defined,and there is a slight trend to repeat the development level.The evaluation results are consistent with the actual situation.CSA-BP neural network is used to predict the evaluation results.On the one hand,it verifies the feasibility of the maturity evaluation model built in this paper.On the other hand,it provides a theoretical reference for dynamically predicting the maturity level of EPC general contracting project management.(4)Combined with the results of the comprehensive index weight and maturity evaluation model,it is found that the electric power design institute is not yet mature in the EPC general contracting project management,and then gives suggestions and measures from the aspects of improving risk prevention and control ability,improving communication and coordination mechanism and procurement management mechanism,paying attention to financial management and construction management,paying attention to the progress of the project,strengthening the construction of EPC functions,changing the traditional design concept,and improving service awareness.
