After 1949,the large-scale economic construction movement and the re-establishment of the political and social relations at the grass-roots level began in all parts of the country,and the construction of grass-roots water conservancy in the vast rural areas,especially in the Yangtze River basin,has been greatly developed in this period."Million miles of the Yangtze River,dangerous in Jingjiang",history,Jingjiang floodtos the people on both sides of the Straits brought too much disaster,seriously affecting the local economic and social development.This paper focuses on the village of L in Hubei Province to carry out a survey,a detailed discussion of the collectiveization before and after the changes in village water management,as well as the villagers at different times on the village water management of different attitudes,the question arises:Since the mobilization of the state and village in the village of this great change played an important role,then what specific mechanisms in this process played a real role?In the face of the ancient problems of water treatment,how can the country achieve the stability of grass-roots society and the win-win situation of water conservancy management?This paper is divided into five parts.First of all,the paper points out that before the collectiveization,even in the face of major flooddisasters,the region still presents a negative state of "unorganized","uncooperative" and "difficult to mobilize",the government is unable to provide effective relief,and the development of local water conservancy is facing difficulties.Then,the body part from three levels in turn to expand the discussion.In the process of building and constructing a new rural governance system at the grass-roots level,the state power of the grass-roots political power representatives has been infiltration into the countryside,and the communes and production teams,as the ends of policy implementation and the forefront of propaganda,have mobilized the vast number of rural areas and farmers for a long period of time.For the first time,starting from the construction of the villagers’ organizational identity,this paper discusses the contribution of different micro-mechanisms to the villagers’ self-awareness and cooperative consciousness,and then discusses the positive role of public symbols such as goals,discourses and examples in strengthening water-control interaction,which completely changes the previous state of "non-cooperation";Based on the above-mentioned research and investigation,this paper concludes that adversity-type mobilization has its characteristics and inherent disadvantages,and that under the dilemma of the lack of external resources and the high level of individual rationality,micro-mechanism plays a vital role.in the three links of clear identity,strengthening interaction and cohesion,transforming the individual psychology in the predicament and stimulating the collective rationality,which is also of great practical significance to the contemporary collective action and mobilization activities.
