West Coast New Area of Qingdao has entered a stage of rapid development in recent years,the sheer volume of residential construction projects brings explosive growth to the number of complaints regard the quality of residential projects,which brings great pressure and challenges to the departments in charge of Housing and Urban-rural Development as well as the Construction Quality Supervision Department of the West Coast New Area of Qingdao.Thus,it is imperative to make improvement on complaint management.This paper focus on the subject of quality complaint management for residential construction projects in West Coast New Area,Qingdao.I will herein analyse the current situation regarding said subject while combining analysis from both domestic and foreign research on residential construction project complaint management,identify the many factors that adversely affect complaint management,and formulate optimization schemes aiming to alleviate the impact of such factors,also providing guidance for complaint management of residential construction project quality in West Coast New Area,Qingdao.Firstly,this paper analyzes the basic situation of complaints on housing project quality in Qingdao West Coast new area,analyzes the organizational structure and personnel of it,gives the complaint handling process,describes the basic situation of complaint management in detail,such as complaint management scope,handling principle,handling and timeliness,termination and handling,accountability mechanism,and analyzes the existing problems.Secondly,this paper analyzes the factors that affect the quality complaint management of residential projects in the New District Quality Supervision Station,including the quality supervision station itself,responsible units,complainants and other relevant factors.Based on the above,the improvement plan of complaint management is designed,which follows three links: pre intervention,in-process control and post analysis.The key breakthrough point of improvement of complaint management is informatization of complaint management,standardization of complaint acceptance standard,standardization of complaint handling process,institutionalization of assessment and reward and punishment,and linkage of complaint supervision.Finally,the paper gives the guarantee measures for the implementation of the improvement plan.
