Mechanical and electrical products have always been one of China’s export products with comparative advantages and international competitiveness.Its export value accounts for half of China’s total exports,and it plays an important role in international trade.But in recent years,due to the low level of science and technology,irrational export products and market structure,and insufficient experience in dealing with technical barriers to trade,China’s export of mechanical and electrical products have been heavily hindered;its export competitiveness has been severely weakened;and related companies have suffered huge losses.Hence,it’s necessary to estimate the impact of technical barriers to trade on the export of mechanical and electrical products.But,the traditional empirical research on the impact of technical barriers to trade is mainly concerned with its impact on total exports,which ignore the increase in trade costs caused by technical barriers to trade and the impact on product export categories.Based on the New Trade Theory,the growth of a country’s export is mainly achieved along dual margins,that is,through a combination of intensive margin and extensive margin.Therefore,from the perspective of dual margins,this paper explores the impact of technical barriers to trade on China’s exports of mechanical and electrical products in order to find a stable development path for the exports of mechanical and electrical products.Firstly,this paper analyzes the export situation of mechanical and electrical products and technical barriers to trade it has faced.Secondly,with 41 partner countries that have close trade with China in mechanical and electrical products,and based on the UN Comtrade database HS6-digital trade data during 2000-2017,this paper calculates and analyzes the export growth of intensive margin and extensive margin of China’s mechanical and electrical products.Hence,with the reference to the dual marginal influencing factors of Kancs(2007),and the combination of the characteristics of China’s mechanical and electrical products trade,this paper builds a panel model to explore the impact of technical barriers to the dual margins of China’s mechanical and electrical products exports.The empirical results show that:(1)The increase of China’s exports of mechanical and electrical products is achieved through the combined effect of intensive margin and extensive margin,which mainly rely on intensive margin;(2)Technical barriers to trade have a significant negative effect on the extensive margin but have a significant positive impact on intensive margin;(3)The impact of technical barriers to trade on developed countries and developing countries on the dual margins of China’s exports of mechanical and electrical products is different,and the impact of technical barriers to trade imposed by developed countries on China’s exports of mechanical and electrical products is more significant and deeper;(4)Technical barriers to trade have the greatest impact on the export of 16 th types of mechanical and electrical products in China.The 17 th type of new mechanical and electrical products has greater development space and is an important way to achieve diversified exports.Finally,based on the conclusions of the study,suggestions are made from the two levels of government and business:(1)The government needs to establish and improve the information service platform of technical barriers to trade as soon as possible,provide policy support to enterprises,and create a better trading environment;(2)Export enterprises should change the export growth mode,realize the diversification of export products and markets,look for new growth points in the export of mechanical and electrical products to break through technical barriers to trade.
