Research On The Impact Of American Technical Barriers To Trade On The Technological Innovation Of Chinese Electromechanical Enterprises

With the increasingly fierce international competition,the United States and many other western countries tend to use non-tariff barriers for trade protection.Technical barriers to trade,as a hidden measure,has been widely used in recent years.Under the background of the prevalence of trade protection,the production and operation of electromechanical enterprises have been greatly affected.In recent years,Chinese Electromechanical enterprises led by Huawei have frequently encountered difficulties overseas,and the United States has suppressed the overseas development of Chinese high-tech enterprises under the pretext of national security.Facing the multi-directional oppression of the United States,exploring the connection between the implementation of TBT and enterprise technological innovation is very important for Chinese electromechanical export enterprises.Firstly,from the perspective of characteristic facts and theoretical mechanism,this paper studies the current situation and relationship between TBT and technological innovation of Chinese electromechanical enterprises.The paper uses the matching data of Chinese industrial enterprises and customs database from 2007 to 2012 and the notification data of American TBT,with the help of multi-point double difference method.Besides,it’s analyzes the heterogeneity of enterprises in different locations,different ownership and different sizes.The research shows that the effect of American TBT on the technological innovation of Chinese Electromechanical export enterprises is positive,which means American TBT measures can encourage domestic electromechanical export enterprises to carry out technological innovation by providing R＆D ideas and forcing technological upgrading.Through the sample test,this paper finds that this role is most obvious in the eastern region,foreign-funded enterprises and medium-sized enterprises.According to the above conclusions,this paper gives some practical suggestions.From the perspective of the government,the government needs to speed up the improvement of the advisory and warning network of technical barriers to trade;Provide appropriate financial subsidies and policy assistance to relevant enterprises;Accelerate the introduction of talents and promote the integration of industry,University and research;At the same time,we should also build China’s technical standard system.From the perspective of enterprises,companies should realize the linkage of internal and external dual source innovation,increase R＆D investment,realize the breakthrough of core technology,and build the core technology of enterprises from the root;At the same time,enterprises need to optimize the structure of export products,improve the reform of state-owned companies,seize opportunities and face challenges.
