The government financial investment review is basic guarantee of standardization financial fund.But the pattern of review is not very well,the supervisor mode is not scientific in our country.They are the inducement of problems in the review process.Prefabricated building has obvious advantages over traditional building,which is the development trend of the future construction industry.However,China has just entered the comprehensive development stage,which requires the strong support of government departments.Therefore,the content of prefabricated buildings in the financial investment review work is gradually increasing.For prefabricated construction technical system is not mature,the enterprise organization model is not perfect,the project construction cost is high,lead to fiscal investment review work there are many problems and challenges,such as non-standard design,not perfect cost management mode and system of production enterprises,seriously affect the financial investment evaluation results.However,it is a general trend that prefabricated buildings replace traditional buildings in the construction industry,so it is necessary to improve and optimize the financial investment evaluation of prefabricated buildings.This paper tries to analyze the problems of the traditional financial investment evaluation and the prefabricated building cost management.Combined with the methods of questionnaire survey,field research and literature reading,this paper analyzes the problems related to the financial investment evaluation of a district in City C,and discusses the improvement of the current financial investment evaluation from the aspects of the evaluation system,evaluation procedures and methods,personnel management of relevant departments and evaluation centers.According to the characteristics of prefabricated buildings,the problems in cost management are analyzed.The main research contents of this paper are as follows:First of all,starting from the background of financial investment review and prefabricated buildings,according to the relevant work of financial investment review in City C,the characteristics of financial investment review in a district of City C and the problems to be solved are summarized.Based on the differences between traditional construction and prefabricated construction in the calculation of construction process costs,it is deduced that it is more consistent with the current situation to include prefabricated components in the material price by floor price.On the basis of the above theory,in view of the related problems in the financial investment evaluation of prefabricated buildings,the author conducted a questionnaire survey on the construction units,construction units,evaluation agencies,intermediary agencies and related functional departments,so as to sort out the important factors influencing the evaluation of prefabricated buildings.This paper lays a theoretical foundation for the following research.Secondly,according to the difference between traditional buildings and prefabricated construction and traditional architectural problems existing in the financial investment evaluation,the conclusion on the basis of investigation by questionnaire,draw a prefabricated building financial investment review present problems mainly include: needs to improve evaluation system needs to improve,design specification,the legal system remains to be established,the inspection results to increase,the inquiry system remains to be perfect,the relevant units cooperation degree needs to improve,the reviewers ability to learn and intermediaries to review needs to be strengthened.Thirdly,Establish the fuzzy evaluation analysis model based on analytic hierarchy process(AHP),calculate the factors that affect the financial investment evaluation effect of prefabricated building,and then apply the evaluation results to actual project cases.Finally,It is suggested that we should strengthen the system construction,procedure control,department linkage and team construction organization to arrange the project in a scientific and orderly way,strictly standardize the construction procedure,reasonably formulate the contract price adjustment policy,and reasonably optimize the standard review of the change procedure.To ensure the professional technical force of the construction unit,do a good job in the service and management work,the review center to establish a preliminary review of the development,the initiative to serve the happy review;The relevant departments should perform their respective duties,and the intermediary institutions should formulate a sound scientific review of punishment.To ensure the quality of the review,the review of high effectiveness of the professional review.So as to improve the financial investment evaluation of prefabricated buildings.
