Study On Sponge City Construction In Changde

As China vigorously promotes the construction of new urbanization,the contradictions between economic development and ecological environment are intensifying.In the past few decades of urban construction,a large number of flood control dam projects and urban centralized drainage pipe network projects,are oriented to a single goal.As a result,the integrity and health of the natural water system was destroyed.In order to solve the problems of urban stormwater resource management and utilization effectively,the concept of sponge city construction came into being.As one of the first sponge city construction pilot cities,Changde has adopted a series of measures to promote the construction of sponge city.Those measures mainly include: constructing organizational management mechanism,formulating construction planning standards as well as operation and maintenance rules,actively raising construction funds and providing technical platform support.At the same time,we have achieved certain practical benefits.For example,the water environment quality is improved comprehensively,and the water ecological cycle is optimized effectively.Urban waterlogging reduces significantly,the heat island effect is alleviated significantly.The historical context is inherited,which helps the development of region-wide tourism.The sponge industry chain lengthens,and the sponge industry cluster is cultivated.A green and livable environment is built to improve residents’ happiness.The utilization of rainwater resources is improving which ensures the safety of drinking water for residents.Based on the theories of new public service,collaborative governance and circular economy,we analyse that although the sponge city construction of Changde has achieved certain practical benefits.However,there are also some problems such as the administrative operation mechanism is not perfect,lack of systematic construction planning as well as operation and maintenance,lack of mature cooperation model between government and capital,and lack of professional technical personnel.The main reasons are that management level and efficiency to be improved,the misunderstanding of the construction concept,the fund supporting policy is not perfect,and the technical support needs to be strengthened.In order to promote the construction of sponge city in Changde more effectively,on the basis of learning from the advanced experience of sponge city construction at home and abroad,we believe that improvement should be made in the following aspects.First,to strengthen the construction of organizational structure,and to improve the assessment and supervision mechanism.Second,to optimize the construction planning,operation and maintenance system,and to strengthen the publicity,education and guidance.Third,to formulate fiscal and tax incentive policies and improve investment and financing policies.Fourth,to promote scientific and technological innovation vigorously and cultivate a team of professionals.
