Research On Problems And Countermeasures Of Greening Management In Yueyang City

As one of the important indicators to measure the level of urban civilization,the development of urban greening is also an important basis for achieving ecological city construction.The quality of greening development is directly related to whether the urban environmental and social benefits can be realized.Yueyang City has been awarded the title of "National Model City for Greening" and has very rich experience in greening management.However,in recent years,with the continuous acceleration of China’s urbanization process,the people have put forward higher requirements for the city’s greening level.The urban greening management of Yueyang City has also seen incomplete management systems,weak legal system construction,and poor overall greening planning.The problems of long-term and long-term nature,insufficient marketization and socialization,and inadequate greening maintenance have severely restricted the sustainable development of urban greening.Therefore,how to break through the predicament of urban greening management and improve the level of greening management has become an urgent research topic.This paper comprehensively uses investigation research method,case analysis method,and comparative analysis method.Based on the theoretical foundations of public product theory and polycentric governance theory,it is analyzed that the current series of problems in greening management in Yueyang City are due to the low efficiency of green management,the lack of enough attention to the legal construction of green management,the lack of intellectual support and prospective research and judgment of green planning,the offside and absence of the administrative force of green management and insufficient daily maintenance teams and supporting funds for greening.In order to promote the effective solution of greening management issues in Yueyang City,this paper proposes the following improvement measures in combination with the greening management experience of cities at home and abroad:First,on the basis of enhancing the coordination of greening management systems and sound incentives and supervision mechanisms of greening management Comprehensively improve the greening management system of Yueyang City;the second is to strengthen the legalization of greening management,improve the greening management legal system,and strengthen the enforcement of greening;the third is to pay attention to the scientific nature of greening planning,establish a scientific planning expert think tank,and promote The preparation of greening plans is multi-regulated;the fourth is to strengthen the marketization mechanism of greening management and increase the social participation of greening management;the fifth is to build a high-level greening daily maintenance team to ensure the sufficient daily greening maintenance funds and improve the overall greening Quality level of conservation management.
