| In the economic and social development of countries around the world,energy is the source of industrial production and the material basis of human life.The high-quality development of energy is an inevitable requirement for the harmony and development of the economic societies of various countries and the world.Since the five new development concepts of "innovation,coordination,green,openness and sharing" have been proposed,China has made clear requirements for all aspects of development,including energy.Following the national development trend,meeting the needs of social development,and improving the quality of energy development have become important tasks that must be faced and solved at present.This paper takes the energy development quality of 30 provinces and municipalities in China as the research object in 2013-2017,systematically screens the indicators,and builds an energy development quality evaluation index system that is in line with China’s current development philosophy.The quality was evaluated statically and dynamically.First of all,under the guidance of the five new development concepts,based on the principle of importance and non-repetitive index system construction,the 24 evaluation indicators initially selected were subjected to two-stage screening using the method of Least Angle Regression and Variance Inflation Factors(LARS-VIF).To build an energy development quality evaluation index system;secondly,based on the index data of each year,calculate the index weight of each year by the Gini coefficient,and use the comprehensive index method to calculate the static index of the energy development quality of each province and city in each year;then,for To further highlight the quality level in the development process,based on the idea of “thin,ancient and modern”,use the TOWA operator to calculate the time weight of each year,and obtain the dynamic quality index of energy development based on the static development quality index;finally,according to the static,Based on the dynamic quality index results,the K-means clustering method was used to perform cluster analysis on 30 provinces and municipalities in China.The results show that in the static comprehensive evaluation,from 2013 to 2017,the gap between the static index of energy development quality in China’s 30 provinces and municipalities gradually narrowed,and the static index of energy development quality in Shanghai,Jiangsu,Beijing,Tianjin,and Guangdong has long been ranked first in the country Fifth,Yunnan,Guizhou,Guangxi and other internal remote areas are relatively backward;in the dynamic comprehensive evaluation,Shanghai,Beijing,Guangdong,Jiangsu and Tianjin’s dynamic energy development quality dynamic index ranks among the top five in the country,respectively,while Guizhou,Guangxi and Yunnan Only the last three;in the regional analysis,the first category includes 7 provinces and municipalities such as Beijing and Shanghai,the overall level is in the forefront of the country,and the second category includes 9 provinces and municipalities such as Shanxi and Liaoning.2013 Since then,the quality of energy development has achieved remarkable results.The third category includes 14 provinces and municipalities such as Hebei and Jilin.The overall quality of energy development is relatively backward.Based on the calculated static and dynamic indices of energy development quality and the results of cluster analysis,a feasibility proposal for improving the quality of energy development in China is proposed.It puts forward policy suggestions such as increasing R&D funding,coordinating various energy consumption ratios,establishing special funds and special tax and fee reduction policies,encouraging foreign investors to invest in high-tech environmental protection industries,and stabilizing power supply through institutional changes. |
