Energy is the foundation and internal driving force of social development,and it is related to the national economy,people’s livelihood and national security.As China’s economy and society enter the stage of high-quality development,reshaping the concept of high-quality energy development and building a measurement system for high-quality energy development are urgent issues to be solved in China’s energy development.This paper focuses on the measurement and dynamic evaluation of China’s energy high-quality development level.Starting from the five dimensions of "innovation-driven,coordinated development,green and clean,openness and safety,and people’s livelihood sharing",build an evaluation index system for China’s high-quality energy development,and collect samples from 30 provinces in China(excluding Tibet,Hong Kong,Macao and Taiwan)from 2008 to 2019 empirical analysis of the data.First,the global entropy weight TOPSIS method is used to measure the high-quality development level of China’s energy;secondly,based on the TOWA operator,the cross-sectional comprehensive evaluation values are aggregated in the time dimension to dynamically evaluate the high-quality development level of China’s energy;The obstacle degree model is used to diagnose and analyze the obstacle factors of China’s high-quality energy development.The results show that:(1)From a vertical perspective,although there were fluctuations in the high-quality development level of energy in China’s provinces and cities from 2008 to 2019,it still showed a good upward development trend on the whole.(2)From a horizontal perspective,China’s high-quality energy development shows obvious regional differences.The overall level is eastern > western > central,showing the distribution characteristics of "high in the east and low in the middle";innovation-driven,coordinated development,and people’s livelihood The shared dimension presents the distribution characteristics of "high in the east,low in the central and western regions",and the dimension of green cleanliness and openne ss and security presents the distribution characteristics of "low in the east and middle,and high in the west".(3)From the perspective of obstacle degree diagnosis,in each dimension,the order of obstacle degree is innovation-driven > openness and security > green and clean >people’s livelihood sharing > coordinated development;among the indicators,investment intensity of energy industry,patent application authorization per 10,000 people Natural gas consumption,the proportion of non-fossil energy power generation,the proportion of imports and exports in GDP,and the energy self-sufficiency rate are the top five barriers to high-quality energy development in most provinces and cities.Based on the measurement and dynamic evaluation of China’s high-quality energy development level,this paper puts forward relevant policy suggestions for improving China’s high-quality energy development level: strengthen investment in energy innovation technology,improve energy utilization efficiency;optimize energy consumption structure,Promote the upgrading of the industrial structure of energy;increase the use of non-fossil energy,and promote green and low-carbon energy;ensure the security of energy supply and improve the self-sufficiency rate of energy;accelerate the modernization of rural energy and promote the inclusive sharing of energy.
