Research On Process Management Of Public Service Project Based On Game Theory

Compared with general construction engineering projects,public utility construction projects have certain characteristics in engineering project management.The funders of public utility projects are generally government departments,so the participation and supervision of government departments are required during the construction of engineering projects..This feature makes the process management of construction projects need to pay more attention to the coordination between construction units,supervision units,construction units,design units and other parties.It is also important to optimize this collaborative process management measure from the perspective of game theory Meaning.In this paper,research methods such as literature data method,field investigation method,game analysis method,inductive summary method are used to study the process management of public utility projects based on game theory.In the study,a new university construction project in a university in Xinjiang is taken as an example analysis.The study found that there are some outstanding problems in the process management of the construction project of a new campus of a university in Xinjiang.These problems are mainly manifested in the owner unit has not established a perfect collaborative process management mechanism,the process management rights and responsibilities of all units are not clear,and some The functions of the unit are not significant,and there is a lack of a reasonable balance between the interests of all parties.Then,it studies the process management of public utility projects from the perspective of game theory.By constructing the corresponding game model and analyzing the game relationship for the preliminary bidding stage,construction stage and completion acceptance stage of a new campus construction project of a university in Xinjiang,the three stages of process management optimization suggestions are proposed.Through research,this article mainly draws the following conclusions.Through the single-stage and multi-stage game analysis among the four parties in the construction phase of the project,we should find the best balance of interests according to the Nash equilibrium theory,and provide different optimal decision-making equilibrium values for the participating units,so as to optimize their respective Project process management,ultimately achieve collaborative management of the project.However,based on the characteristics of public utilities projects,the owner unit and government department should pay attention to social benefits and increase the degree of attention P at the completion acceptance stage,and finally reach a consensus and achieve corresponding results.In order to solve the current problems in project process management,this study proposes a game management strategy for public utility projects based on game theory: such as giving full play to the functions of all parties,reasonably balancing the game relationship between all parties,strictly regulating the scope of responsibilities of all parties,and building a comprehensive Process management system,overall planning of project management content,etc.The main innovation of this paper is to match the characteristics of public utilities projects,build a game model of the whole process of public utilities projects from the perspective of focusing on social benefits,and through the analysis of the game relationship between the parties,summarize the opinions and suggestions based on the analysis results of the game model.
