Study On The Game Theory Of Public Transport Priority System Strategy

As a kind of transport modes with the characteristics of low-power consume, low-pollution, low-energy occupy, low-accidents and low-financial afford, an advanced public transport priority system is the best way to solve urban transportation problems, however, there is something wrong in the decision of strategy and politics. The demand of stakeholders in the public transport priority system is analyzed in this paper based on game theory, and a decision-making choice model which is suitable to use in the Chinese cities is established based on the scene analysis method.Stakeholders' theory is used to analyze the demand of stakeholders and decision-making choice of stakeholders, which demonstrate that the government should join in the sustainable public transport priority system, and act an important role in it. Decision-making choice scene of government in the public transport priority system is stimulated in this paper, the preference function which different stakeholders prefer to choose in the priority scene, the public transport priority subject function for government, the estimation index of public service level, and the benefit estimation method and the parameters for the operation corporation and different income people are also studied in this paper. Finally, on the basis of current data, the theory and models are used to the public transport priority system in Xi'an to be verified, which demonstrate that the infrastructure include public transport road, station, hub, etc should be improved to make the public transport operation conditions in Xi'an more better, and the policies which used to control the external of traffic and the financial support should also be put forward and supply by the government to encourage the travelers transferring to public transport.The innovation in this paper is the utility of the game theory which used to analyze the government-leading public transport priority system and the effect analysis of different public transport priority policy which based on the game theory.
