The infrastructure construction in China has been generally increased during recent years, thus the public projects are acting as more and more important roles in economic development of China. The total financial revenue of China in2013is as much as CNY12,914.3billion and the total country public finance expenditure achieves to CNY13,974.4billion which is CNY1,379.1billion higher than2012by a ratio of10.9%. The budgetary financial revenue of Weihai City in2013is CNY29.76billion and the budgetary public finance expenditure is CNY29.74billion which is8.03%higher than2012. Considering the continuous increase of public expenditure, how to manage the growing financial fund is becoming a serious question to all central and local governments. Meanwhile along with the more and more public investment by government, some un-negligible issues occur during the construction of public project, such as low rate of return of investment, redundant construction and etc. Thus in order to maximize the benefit of limited financial fund, the performance management of public project-shall be improved and the performance evaluation system also shall be completed, therefore the performance management and economy of China can be better improved.A lot of pilot programs have been carried out not only in Weihai city but also in many other cities of China since Chinese government published the concept of such performance management and many of these pilot programs gained achievements. However the performance management theory is still at the starting stage with limited guidance to practical work and also with some different kinds of problem, such as lack of procedure of performance management, unreasonable performance evaluation standard, not full application of performance result and etc. Therefore this thesis will introduce the more advanced project management theory based on deep research of performance management theory and finally associate these two theories with each other. This thesis will change the main subject of performance management from enterprise to government, split the process of performance management as a project and restructure according to the project management theory, based on project management theory and performance management theory, with a topic and background about the construction of performance management system of Weihai city, Shandong province and with the reference research and literature by domestic and abroad experts and scholars. This thesis will start with theoretical overview, status quo analysis of Weihai city, empirical research and etc.The purpose of this study is based on the theory of project management as the core, to guide the construction of the project cycle, as a stronghold to the empirical analysis, the overall process Weihai public project performance management research, innovative way to build a theory based on project management practical, dynamic and meet the needs of economic and social development in Weihai public project performance management.
