Emergency Prevention Research Of Urban Waterlogging Caused By Typhoon

China is one of the countries worst affected by typhoon disaster in the world.The secondary disasters brought by the typhoon,such as heavy rain and storm surge,seriously threatenthe life and property safety of citizens in coastal cities.From prevention preparation phase of emergency management,according to China’s coastal city of typhoon caused urban waterlogging disaster mechanism characteristic variables and emergency prevention of commonness,this paper uses system dynamics method,establish the typhoon caused urban waterlogging emergency prevention system flow chart,and analyzes the typical cases of S District against Typhoon Mangkhuti,to find out the important variables are the degree of mitigation input of disaster factors,the level of government emergency dispatch,and the degree of perfection of the early warning and prediction system in turn.Targeted proposed revision of the emergency response plan,to strengthen the construction of flood control and organization commitment,do a good job in disaster resilience non-engineering disaster preparation and infrastructure investment,to build a multi-level professional talent team,enhance the emergency training flexibility,increased investment in flood control and materials and financial capital,to build large data disaster management system improvement countermeasures,such as coastal city in order to optimize the urban waterlogging caused by typhoon emergency prevention management provide certain reference ideas and methods.
