Study On Water-logging Control In Main Urban Area Of Kunming From The Perspective Of Collaborative Governance

In recent years,with the continuous development of urbanization,urban water-logging has gradually become a persistent disease that affects urban development.Urban water-logging has become a more and more serious threat to the urban ecological environment,the normal operation of urban order,the daily life of urban residents and the safety of people’s lives.Kunming is one of the 60 cities with the most frequent water-logging in China.As the capital city of Yunnan Province,in the process of rapid urbanization,Kunming’s population and urban scale tend to multiply,and the "urban disease" of Kunming also emerges with the rapid expansion of the city.Every time there is heavy rainfall in Kunming,there will be water-logging disasters in different degrees.Through the analysis of the causes of water-logging in the main urban area of Kunming and the related investigation and research,it is found that the essential problem of the Kunming municipal government in the governance of water-logging lies in the lack of coordination of the internal structure of the government under the traditional management mode,and the lack of coordination of the two governance subjects,namely,the market and society.Finally,according to the specific problems and the actual situation of Kunming,the following countermeasures are put forward: first,the government cooperates with the horizontal departments to build the urban water-logging emergency linkage platform and prediction platform,and establish the corresponding system guarantee mechanism;second,through improving the public awareness of water-logging control and improving the public participation mechanism to enrich the public participation way to build the public participation Third,introduce market mechanism and company service outsourcing mechanism to attract market participation in water-logging control;fourth,encourage social organizations and grass-roots organizations to participate in water-logging control.This paper uses the methods of literature analysis,investigation and research,theoretical exploration and empirical analysis,based on the governance of water-logging in the main urban area of Kunming City,to demonstrate the causes and mechanism of water-logging in the main urban area of Kunming city.Through questionnaire survey and expert interview,combined with the theoretical framework of collaborative governance,this paper analyzes the plight of Kunming municipal government in urban water-logging control,and puts forward corresponding solutions.In order to control urban water-logging in the future,scientific and reasonable solutions are put forward.At the same time,it can provide reference for other cities.There are two innovations in this paper.One is the innovation of research methods.This paper adopts the research methods of questionnaire survey and field interview,especially goes deep into the frequent water-logging areas of Kunming,investigates the public’s understanding of urban water-logging in Kunming and their opinions on urban water-logging control,and then analyzes the existing problems in urban water-logging control in Kunming,and then puts forward the countermeasures.The second is to take Kunming as the research object,on the basis of questionnaire analysis,combine urban construction,urban planning,urban governance and other links together to analyze,so as to find out the Governance Countermeasures with Kunming characteristics.
