At present,the Chinese government is transforming from a management-oriented government to a service-oriented government.The public satisfaction is an important objective indicator of the people’s satisfaction with the government in the new era.To improve the public satisfaction with government affairs services is a necessary measure for the institutions directly under the central government and local governments at all levels to implement the national policy of "delegate powers,and improve regulation and services,".Since the 13 th Five-Year Plan,the Ministry of Transport has issued the list of convenient services and formulated the Outline of Building a Transport Power.Under this opportunity,the directly affiliated maritime system has continuously introduced new policies,vigorously implemented the measures of "delegate powers,and improve regulation and services,",and continuously improved the public’s satisfaction with the administrative services of maritime institutions.Although different degrees of research results have been achieved in the field of service satisfaction in China,the research on government service satisfaction is somewhat weak,especially in the field of maritime government service satisfaction,which is rarely reflected in the relevant research at home and abroad.Therefore,this paper applies the research method combining new public service theory and customer satisfaction theory to the practice of government service satisfaction.In 2020,Qingdao Maritime Safety Administration will formulate the construction plan of the modernized governance demonstration area under its jurisdiction,with the fundamental purpose of implementing the program of building a transportation power,boosting the development of local Marine economy in Qingdao,and creating maritime affairs that people are satisfied with.Thesis select Qingdao maritime safety administration districts for the investigation,the jurisdiction government affairs service satisfaction questionnaire survey was conducted to investigate target,briefly introduces the composition of Qingdao maritime safety administration institutions and the current functions,from the maritime affairs service and maritime affairs service satisfaction two aspects to define the relevant concepts,combined with the actual,from five aspects of generalized Qingdao maritime safety administration district government affairs service status,And at the same time from four angles to elaborate the current government service problems and analysis.Using analytic Hierarchy Process(AHP)to establish a government service satisfaction model with 5 first-level indicators and 19 secondlevel indicators,establish a judgment comparison matrix through expert scoring arithmetic average,use cloud operator web page for consistency verification,and give weight to each indicator.Paper with Qingdao maritime affairs service as the research object,on the basis of index model design questionnaire,questionnaires were investigated by field visits,and the effective recycling questionnaire,eventually get real data for maritime affairs public service evaluation,using the results of fuzzy comprehensive evaluation method,according to the evaluation results to get satisfaction present situation and existing problems,and government services Based on the actual situation of Qingdao Maritime Administration Bureau,this paper puts forward the countermeasures to improve the level of government service and provides reference for maritime organizations to improve the satisfaction of government service.
