With the advancement of economic globalization and "the Belt and Road Initiative",the number of multinational enterprises has been increasing.Under the complex operating environment and cultural background in foreign countries,it has become an important practical topic to explore intercultural human resources management suitable for the long-term development of enterprises.Laos is adjacent to mountains and rivers of China and has the same and similar eastern cultural system, but there are also essential differences in ethnic groups, languages, religious beliefs and customs.Under the background of increasingly close economic and trade exchanges between the two countries, cultural differences have also brought important impacts on the business development of Chinese multinational enterprises operating in Laos.OE Company,a Chinese state-owned enterprise that has developed in energy and related industries in Laos for many years, has typical research value in optimizing its intercultural human resources management.Based on the academic relevant theories and viewpoints, this paper analyzes the current situation of OE human resources management on the basis of studying its operating background, cultural characteristics and differences between China and Laos, and points out that it has not fully considered the strategic needs of cross-cultural infusion and integration into Laos’ local market in human resources management. It is urgent to find out the key issues and solutions. Therefore, with the aid of on-site observation, data access and communication, this paper extensively conducts focus group discussions and questionnaire surveys among Chinese and Laotian employees, and analyzes the prominent problems of OE intercultural human resources management, thus puts forward specific optimization schemes in terms of post system, intercultural training and communication, performance and salary regulation.
