With the great efforts to develop modernization,China’s government has gradually strengthened the investment in infrastructure construction.Communication is a basic,leading and strategic industry in the national economy.Due to the complicated terrain of China,mountains and rivers crisscross each other,a large number of bridges and tunnels are needed in many places at the same time,which brings huge safety risks and challenges to the construction of communication engineering.Safety management is an important work of construction management,which determines the survival and development of construction enterprises to a certain extent.Standardization is an important means and necessary condition for the organization of modern production.By formulating corresponding standards and enforcing them in legal form,enterprises can effectively regulate safe construction and prevent accidents.In this paper,by means of the trigger relationship between risks,the bridge risk sub-network and tunnel risk sub-network are respectively established to explore the unique causes of the two types of accidents.In order to explore the mutual problems of construction safety management of bridge and tunnel,the whole risk network of bridge and tunnel is formed by combining the two.By using the citation relation between the standards,the bridge standard sub-network and tunnel standard sub-network are established respectively.By combining the two standards to form the whole standard network of bridge and tunnel,the construction of the bridge and tunnel standard system can be evaluated and improved overall.By using the text analysis technology,through the mention relation of the standard to the risk,the whole standard network of bridge and tunnel and the whole risk network of bridge and tunnel are coupled into the standard-risk two-layer network.By analyzing the property of the standard-risk twolayer network,the specific action mechanism of the construction standard system on the project safety management is studied and suggestions for the revision of enterprise standards are provided.X group is one of the largest communication construction enterprises in China.Since the 12 th five-year plan,the group and its subsidiaries have continuously strengthened the construction management standard system while expanding the scale of production and operation.This measure has prevented the occurrence of safety accidents to the maximum extent,making the total number of safety accidents and casualties of enterprises present a downward trend.It finally improves the stability of the overall safety construction of the enterprise and brings considerable economic benefits.Based on the research on the property of the construction risk network of bridge and tunnel in X group,we found that the risk of triggering bridge and tunnel accidents mostly came from the mutual human factors and management factors of bridge and tunnel.Tunnel construction are sensitive to environmental factors,and there are not many accidents caused purely by technical factors and object factors.Based on the research on the network property of construction standard of bridge and tunnel in X group,we found that the bridge construction standard system is relatively complete and the connection between standards is relatively close.However,due to its current use of many outdated standards,the updating of standards is in urgent need of solution.Although the standard system of tunnel construction mainly adopts the latest standard,it is difficult to find the key standard to study because of the dispersion of the standards.There are significant differences in bridge and tunnel construction technology,resulting in little interaction between bridge and tunnel construction standard systems,making the bridge and tunnel comprehensive construction standard system has no obvious characteristics.Based on the study of X group’s standard-risk double-layer network,we found that the text of the construction standard system of enterprise bridge and tunnel can basically cover the safety risk of bridge and tunnel,and X group can improve the safety management level of bridge and tunnel project by revising its own enterprise standard.
