Research On The Supervision Problems And Countermeasures Of Grass-roots Special Equipment

Special equipment is related to the safety of life and property,the greater risk of equipment and facilities,with the development of society,special equipment is widely used in industrial production and daily life in all fields,the use of special equipment has improved the quality of people’s life,the growth of the number of special equipment to some extent reflects the improvement of China’s industrialization level,is the concrete performance of China’s comprehensive national strength.However,special equipment belongs to dangerous equipment,and once there is a safety accident,it will cause casualties and property losses.Therefore,special equipment not only brings great economic benefits to the society,but also brings safety risks to people’s lives.In order to reduce the safety accidents caused by special equipment and ensure the safe operation of special equipment,special equipment must be supervised in a specific waySince 1955,China has established a safety supervision institution for special equipment.After decades of development,a relatively complete safety supervision system for special equipment has been formed.The supervision scope covers the production,installation and use of special equipment.As the grass-roots level of the supervision system,the county-level supervision institution mainly undertakes the on-site inspection,supervision and management of special equipment.However,with the rapid growth of special equipment and the introduction of the reform plan of national institutions,the supervision of special equipment at the grassroots level is facing many problems and difficulties.The traditional supervision mode of special equipment has been unable to meet the needs of the development of The Times,and the reform of special equipment supervision at the grassroots level is imminent.The research takes Nanling county as the research object,based on the grass-roots level,through the investigation of the general situation of special equipment and the current situation of safety supervision in Nanling county,tries to find out the common characteristics of grassroots supervision,analyzes and summarizes the problems and difficulties in the supervision of special equipment in Nanling county.Finally,combining safety management theory,new public service theory and accident cause theory,drawing on the experience of foreign developed countries and some domestic provinces and cities in innovative supervision,this paper puts forward suggestions on improving the construction of grassroots special equipment supervision institutions,strengthening the supervision power of grassroots special equipment,improving the supervision efficiency of grassroots special equipment,implementing the main responsibility of special equipment users and strengthening the safety publicity of special equipment.It also proposes to combine risk management with special equipment supervision and inspection rules to establish a scientific enterprise risk classification supervision model.
