| In September 2013,General Secretary Xi Jinping proposed The Belt and Road Initiative,which provided an unprecedented development opportunity for infrastructure construction and international labor cooperation between Asia and Europe.A large number of Chinese-funded enterprises have joined the “Belt and Road” project construction team.However,in recent years,Chinese engineering construction enterprises have encountered complicated problems in the process of going global.In particular,various labor disputes have emerged in an endless stream,reflecting the insufficient understanding of Chinese enterprises on the complexity of the international engineering labor market and the response to international engineering services.The lack of experience in the problem.Based on the oil supply project construction project in Siem Reap Airport of Cambodia,this paper takes the risk of labor management of the project as the entry point,and uses the methods of participation observation and field investigation and interview to study the current status and development trend of China's foreign engineering labor management.The paper compares several main labor management modes,analyzes the labor management mode and management content of Cambodia project under the background of The Belt and Road Initiative,analyzes the problems and causes the risks,and proposes corresponding countermeasures.It clearly shows the content,process,problems and causes of labor management of foreign engineering construction projects under the background of The Belt and Road Initiative,and establishes a multi-dimensional factor analysis framework for labor management risks,which has the purpose of promoting the fine management of foreign engineering services of Chinese enterprises.Higher practical significance will help strengthen the risk prevention and control of foreign engineering labor management and enhance the international competitiveness of Chinese enterprises. |
