in market layout,industrial structure,enterprise management,and so on.The relevant departments of the industry have successively promoted reforms in the fields of qualification,bidding and tendering,examination and approval of construction projects,production safety,and the ranks of industrial workers,and further strengthened the supervisory mechanism,from focusing on the process of supervision to the process results of supervision and re-form the industry regulatory pattern.New Ideas,technologies and products are emerging in the construction industry,such as prefabricated building,BIM technology is developing rapidly,the whole process engineering consultation,the application of intelligent construction technology,the construction of "5G+smart site" and the promotion of ten new technologies in the construction industry all have a far-reaching impact on the transformation of the construction industry.This article is based on the guiding ideology of thoroughly implementing the spirit of the 19th National Congress of the Communist Party of China and the spirit of the Central Economic Work Conference,earnestly studying and understanding the spirit of General Secretary Xi Jinping’s series of speeches,and comprehensively implementing the strategic deployment of joint-stock companies and the spirit of the series of meetings,on the basis of a thorough study of the external opportunities and challenges faced by the CW group,combined with the resources and capabilities of the group’s internal development,and fully drawing on the practical experience of external excellent construction engineering enterprises,dealing dialectically with the relationship between the external opportunities and threats of the group and its own advantages and disadvantages,emphasizing the rational allocation and efficient utilization of resources,taking objective reality as the basis,and adopting scientific strategic analysis tools,the group’s future development orientation,development strategy,development goals,development stages,business mix,development path,security,measures and other content planning and design.In this paper,combining the development status of CW group closely,through the analysis of external and internal environment,EFE Matrix and IFE Matrix,we put forward the combination strategy of growth strategy and diversification strategy which accord with the actual development of the enterprise,it is clearly put forward that the group will take "construction-based,related multi-dimensional,deeply cultivated regions,innovative development" as its strategic development idea,adhere to the construction-based main business,and create a multi-dimensional business pattern,deeply cultivate regional development,and base itself on Guangdong and Guangxi,to penetrate deeply into the guangdong-hong kong-macao bay area,actively promote national expansion and gradually enhance international influence;to drive innovation as the engine,strengthen strategic guidance,strengthen innovation-driven,strengthen the strategic position of innovation-driven,and strengthen the construction of innovation-driven mechanism,to strengthen external cooperation,enhance the group’s innovative consciousness and capacity,and to build a construction industry group with international influence,regional competitiveness and value creativity.In the next few years,enterprises should seize the development strategic opportunities of the country’s "Belt and Road","Guangdong-hong Kong-macao Bay area" and other countries,give full play to their own advantages,actively expand business qualifications and enhance business capabilities,while developing peripheral businesses,to realize the diversified development of enterprises,to meet the needs of the market,to change the way of work,to strengthen the management of enterprises,to concentrate their efforts,to adopt a positive growth strategy combined with a diversified strategy,to seize the opportunity and to win market share.At the same time,it is necessary to solve some problems existing in the company,such as excessive management level,shortage of personnel,insufficient cash flow,difficulty in recovering government debt,etc..Effective measures should be formulated in a timely manner,enhance the Enterprise’s innovation and creation,market development,profitability and income-generating capacity,expand the market layout,in the fierce market competition in a stable market.At the same time,in order to ensure the effective implementation of the development strategy,conform to the enterprise actual seven safeguard measures,namely,to further strengthen management,project management,financial management,legal supervision,safety management,scientific and technological innovation,talent team construction of substantive controls,further to ensure the effective implementation of strategy,can
